DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class administers the Waste Management, Facilities Management, and Engineering Services departments for a Town.  The incumbent oversees the operation of the Town’s landfills and transfer stations; recycling and waste disposal facility; and facilities management program for maintenance of buildings.  Intermediate supervisors oversee the various areas of service involved.  The Director is responsible for budget requests and utilization of budget appropriations for the departments.  The work is reviewed by the Town Supervisor and/or Town Council through conferences, reports, and direct observation of results.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Develops and implements procedures regarding the operation of an integrated recycling and waste disposal facility;

            Plans and directs the activities of the Town’s facilities management program for the renovation, maintenance and repair of buildings and facilities utilizing renewable energies and resources;

            Establishes project management policies and procedures approved by the Town Board;

            Coordinates operations of contractors and vendors on capital projects;

            Oversees the preparation of operating and capital budgets for the Waste Management, Facilities Management, and Engineering Services departments;

            Conducts interviews for all personnel in these departments and makes recommendations to the Town Board;

            Makes recommendations to the Town Board on disciplinary issues.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principals, practices, and techniques utilized in the administration of landfills; comprehensive knowledge of the State and local laws and regulations governing the proper disposal of waste in landfills; comprehensive knowledge of engineering practices and procedures as they apply to public works; comprehensive knowledge of methods, procedures, materials and equipment utilized in the major building trades; thorough knowledge of the operational and maintenance features of a municipal landfill; thorough knowledge of modern developments, current literature and sources of information in public works engineering; ability to develop and implement efficient operational procedures and practices regarding the operation of an integrated waste disposal complex; ability to plan and direct the work of a large staff in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensu­rate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree, and six (6) years of experience performing duties in at least two (2) of the following areas: waste management, facilities management, or engineering services; two (2) years of which must have been in a supervisory or administrative capacity.
