DISTINGUISHING FEATURES OF THE CLASS
Under
general supervision, the Tugboat Captain operates and maintains a tugboat used
for towing a dredge along the coastal waters and in maneuvering the dredge to
its station. Supervision is exercised
over a small crew during towing operations.
The employee is frequently required to assist in the operation of a
dredge. Assignments are received in the
form of oral instructions from the Dredge Captain but the employee works with
technical independence. Performs
related work as required.
Operates
a tugboat on coastal waterways to pull a dredge and to assist in maneuvering
the dredge at various stations;
Supervises and
participates in towing procedures and hook ups of barges, pipe lines and other
dredge equipment;
Checks condition of
signal and safety equipment of tugboat;
Maintains tugboat in
operational order at all times; supervises routine maintenance and minor
repairs and arranges for major repairs;
Relieves or fills in for
Waterways Maintenance Mechanics or Dredge Shore Workers.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the laws and regulations governing waterway navigation; thorough
knowledge of tugboat operation, maintenance and repair; good knowledge of
techniques and methods of operating dredge equipment; good knowledge of the
materials, supplies and equipment for dredging operations; good knowledge of
effective supervisory techniques; skill in the operation of a tugboat; ability
to plan, supervise and review the work of subordinates in a manner conducive to
full performance and high morale; ability to understand and follow oral
instructions; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Completion
of eight school grades and five years of experience in operating an inboard
motor boat of at least twenty-five feet in length.
NOTE: Additional experience may be
substituted for education on a year-for-year basis.
