DISTINGUISHING FEATURES OF THE CLASS
An
employee in this class leads a work crew engaged in the maintenance; repair and
building of docks, bulkheads and other structures located on County or town
waterways. The incumbent is responsible
for planning work methods, assigning and transporting personnel to job sites,
ordering supplies and equipment and maintaining time records. Work is assigned by a professional engineer
through verbal instructions for routine maintenance and repair work or through
blueprint specifications for the more involved projects. The work differs from that of a Waterways
Maintenance Mechanic II in the level and complexity of work performed and in
supervisory responsibility. Supervision
is received by an administrative supervisor who reviews work through
conferences, written progress reports and inspection of completed work
projects. Does related work as required.
Supervises
and participates in the construction of docks and bulkheads, strengthening and
replacing planking and pilings, painting, cleaning and repairing machinery and
equipment found on docks, bulkheads, canal lock, spillways, dikes and jetties;
Plans and lays out work
methods and safety precautions for each employee on the work crew; explains
blueprint specifications and instructs crew on any difficult construction
problems;
Drives trucks, scows and
tugboats to transport employees and equipment to and from project sites;
Installs and maintains
signs, lights and navigation aids on canals, jetties and docks;
Requisitions pilings,
planking, tools and machinery; maintains daily time records; prepares and submits
reports on completed projects;
May operate a hydraulic
dredge.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the materials, equipment and work methods employed in repairing
and building waterway structures; good knowledge of the hazards and necessary
safety precautions employed in this work; good knowledge of the operating
characteristics and maintenance requirements of all vehicles and equipment
commonly used on waterways projects; good knowledge of effective supervisory
techniques; skill in the use of electrically and manually operated saws,
drills, pumps, generators and related equipment used in waterways maintenance
work; skill in the operation of hydraulic dredges; ability to plan, assign and
supervise the work of a maintenance crew in a manner conducive to full
performance and high morale; ability to understand and effectively carry out
oral and written instructions; ability to maintain records and to prepare
reports; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation
from a standard senior high school or possession of a high school equivalency
diploma, and four (4) years experience in dock, canal, jetty or related
waterway construction work, including one (1) year of experience operating a
hydraulic dredge.
NOTE: Experience may be substituted for
education on a year-for-year basis.
