FEATURES OF THE CLASS
Under the general supervision of the Assistant Manager
(Fishers Island Ferry District), an employee in this class supervises all
personnel for the operation of the Fishers Island Ferries. The employee plans and administers the work
for all shipboard employees. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Develops and administers work and vacation schedules;
Maintains records of hours worked by
employees for each pay period;
Recommends to the Assistant Manager (Fishers
Island Ferry District) the hiring and disciplining of personnel;
Plans and monitors the adequate
staffing of ferryboats, the continuing compliance with onboard Federal regulations, the services of
outside contractors, and the maintenance and operation of the ferryboats;
Responsible for the cancellation of
scheduled voyages due to unsafe circumstances;
Arranges charter voyages and
unscheduled voyages with the approval of the Assistant Manager (Fishers Island
Ferry District);
Recommends the expenditure of funds
for non-standard operational needs to the Assistant Manager (Fishers Island
Ferry District).
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of all aspects of the operation and
maintenance of ferryboats and terminals in compliance with safety regulations;
ability to plan and schedule work activities for employees which include Ferry Captains
(Fishers Island Ferry District), Deckhands (Fishers Island Ferry District), Chief
Engineers (Fishers Island Ferry District), and others; ability to supervise
employees in a manner conducive to full performance and high morale; ability to
keep accurate records for employees' pay periods; ability to exercise good
judgment in emergency situations; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
Five
(5) years ship-handling experience on vessels of 51 gross registered tons or
more, two (2) years of which must include crew management and operations
experience.
NOTE:
Ship-handling experience is defined as the physical act of piloting a vessel as
the Master.
NECESSARY SPECIAL
REQUIREMENT
Appointees must possess a valid Unites States Coast Guard
100-ton Operator's License at the time of appointment and obtain a FCC
Radio-telephone license within six (6) months of appointment. Both licenses
must be maintained throughout employment in this title.
