DISTINGUISHING FEATURES OF THE CLASS

An employee in this class plans, directs and supervises the administration and managerial functions relating to sanitation operations within a municipali­ty. The incumbent is the administrative head of a section that is responsible for the collection of litter and refuse on town property as well as bulk waste pickup service.  Responsibility includes the supervision of all support person­nel.  Work is performed in accordance with town codes and ordinances and is reviewed by an administrative supervisor through frequent inspections, confer­ences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Schedules and supervises the collection and disposal of refuse and litter from town property, facilities, roadsides and beaches;

            Schedules and supervises a program of bulk waste pickup for homeowners in a town;

            Enforces town litter codes and ordinances;

            Schedules sanitation inspections of various public and commercial facili­ties, such as shopping centers, malls, stores and restaurants to insure that refuse disposal procedures are in accordance with town law;  

            Institutes and carries out studies regarding the current and future sanita­tion needs within a town, and assesses the capability of current procedures to cope effectively with them;

            Meets with other section and department heads within a town to coordinate the section's activities on a town-wide basis;

            Oversees recycling activities at landfill sites;

            Supervises the operation of recycling equipment and vehicles;

            Supervises the operation of scale house;

            Maintains records of incoming and outgoing materials at recycling facility;

            Prepares budget for a section and formulates budget operating procedures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques utilized in modern sanitation collection and disposal operations; thorough knowledge of the local laws, codes and ordinances governing the collection and disposal of refuse; thorough knowledge of effective supervisory techniques; ability to delegate authority and to plan and supervise the work of others in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with department heads and the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            A) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in either the collection and disposal of refuse or in sanitation inspection, three (3) years of which must have been in a supervisory capacity; or,

            B) Ten (10) years of experience as described in a), three (3) years of which must have been in a supervisory capacity; or,

            C) An equivalent combination of education and experience as defined by the limits of a) and b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Sanitation Crew Chief; or,

            Two (2) years of permanent competitive status as a Senior Sanitation Inspector.
