SENIOR WATER TREATMENT PLANT OPERATOR (TYPE 11A) 7417
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the operation of a Type IIA Water Treatment Plant with facilities for filtration which produces 2.5 million gallons or less of water per day. The incumbent supervises the operation of one or more ground well pumping stations, the application of chemicals to the water distribution systems and the monitoring and regulation of reservoir levels. This class differs from other classes of Senior Water Treatment Plant Operators by virtue of the size of the population served, the type of treatment performed and the type of license required; these criteria are established by the New York State Sanitary Code, Subpart 5-4. The senior operator’s work differs from that of an operator in the higher degree of independence initiative and responsibility delegated by an administrative or technical superior in the day-to-day operations and functions of the treatment plant. Work is reviewed by an administrative or technical superior.
TYPICAL WORK ACTIVITIES
Oversees
the technical operation of the Type IIA municipal water treatment facility;
Supervises
all technical and maintenance personnel in the facility;
Supervises
and/or participates in the extension or repair of service lines which requires
the use of hand tools or mechanized equipment;
Supervises
and/or participates in the installation of mains, hydrants, meters and
back-flow prevention equipment;
Supervises
and/or conducts sampling programs in accordance with requirements of State
Sanitary Codes and local Health
Department standards;
Assists
administrative supervisor in planning for extension, maintenance and repair of
existing treatment and distribution facilities;
Responds
to consumer inquiries regarding quality of water supply.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the principles,
practices and equipment used in the operation and maintenance of a Type IIA
water treatment plant with facilities for the application of chemicals to the
water; good knowledge of physics, chemistry, bacteriology and Long Island
hydrology as they relate to water purification; skill in the operation and
repair of pumps, valves, motors and related machinery and equipment; ability to
read, understand and accurately record data from meters, gauges and scales;
ability to supervise in a manner conducive to full performance and high morale;
ability to establish and maintain effective working relations with contractors,
subordinate operators and other personnel and consumers; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Two
(2) years of experience in the operation and/or maintenance of a water
treatment plant with facilities for filtration.
PROMOTIONAL
One (1) year of permanent competitive status as
a Water Treatment Plant Operator (Type IIA).
Possession
of a Type IIA Water Treatment Plant Operator’s license, issued by the New York
State Department of Health, at the time of appointment; appointees must maintain
a current IIA license throughout their employment in this title.
