DISTINGUISHING FEATURES OF THE CLASS

An employee in this class oversees the pump operation, treatment and system maintenance of a Type IB water treatment system without facilities for filtra­tion, which produces more than 2.5 million gallons of water per day, subject to the regulatory control of State and County health and conservation agencies. The incumbent may supervise operators and maintenance personnel or contractors performing maintenance services in the repair and/or extension of   existing pipes, mains and hydrants. This position differs from Water District Superin­tendent in that the incumbent is not responsible for the management functions of finance and budget, accounts and personnel.  The employee works under the general supervision of the local agency or municipal body.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Oversees the technical operation of a Type IB public water treatment and distribution system;

          Supervises all technical and maintenance personnel in the Water District;

          Supervises and/or participates in the extension or repair of service lines which requires the use of hand tools or mechanized equipment;

          Supervises and/or participates in the installation of mains, hydrants, meters and back-flow prevention equipment;

          Supervises and/or conducts sampling programs in accordance with require­ments of State Sanitary Codes and local Health Department standards;

          Provides technical expertise to administrative supervisor in planning for extension, maintenance and repair of existing treatment and distribution facilities;

          Responds to consumer inquiries regarding quality of the water supply, the operation and accuracy of the metering equipment (if any), and related matters of concern to a domestic or commercial consumer of potable water.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the functions and activities of a Type IB water treatment facility; thorough knowledge of the operating characteristics of pumping equipment and the chemicals used in the treatment and distribution of potable water; basic knowledge of Long Island hydrology and geology; thorough knowledge of the methods, equipment and tools used in the extension, maintenance and repair of mains, hydrants and meters; working knowledge of the principles of back-flow prevention and the fittings and equipment necessary to insure the integrity of a public water supply; ability to establish and maintain effective working relationships with contractors, subordinates and consumers; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

Four (4) years experience in the chemical treatment of potable water, at least one (1) of which must have been in a supervisory capacity.

 

NOTE:  Relevant education from a regionally accredited or New York State regis­tered college or university may be substituted for the non-supervisory experi­ence on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENT

Candidate must possess a Grade IB Water Treatment Operator's certificate, issued by the New York State Department of Health, at the time of appointment.  Appointees must maintain that certification throughout their employment in this title.
