DISTINGUISHING FEATURES OF THE CLASS

Under general direction an employee in this class directs the technical operations and administers the fiscal and personnel operations of the potable water and sewage treatment facilities of the jurisdiction.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in directing and coordinating the operation of a municipal water and wastewater plant;

          Assists in directing and overseeing the operations of a Type 2B water treatment plant and a Type 3B sewage treatment plant;

          Prepares annual budgets, projects long term planning requirements to anticipate expected future demands;

          Supervises a staff of technical and clerical employees;

          Coordinates the preparation of required reports and generates correspon­dence concerning all facets of the operations of the facilities;

          Reviews the inspection, maintenance and operation of the facilities, maintains capital cost records and develops rate studies;

          Reviews blueprints and technical specifications pertaining to water and sewage treatment facilities;

          Prepares reports for elected officials, maintains public and customer relations; meets with regulatory agencies and developers; attends conferences as required.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the operations and principles of a Type 2B water treatment plant with facilities for the application of chemicals to the water; thorough knowledge of the operation and principles of a Type 3B sewage treatment plant with facilities for chemical precipitation, sledge vacuum filtration, sludge incineration, separate sludge digestion or any other biological oxidation other than the activated sludge and the stabilization or oxidation pond process; good knowledge of engineering and blue print reading; knowledge of Long Island hydrology and geology as it affects ground water supply and ground water pollu­tion, salt water intrusion and nitrate infiltration of ground water resources; knowledge of the principles and practices of business and public administration; ability to plan and supervise the work of subordinates to ensure the effective and efficient operation of the district; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in mechanical or civil engineer­ing and four (4) years of experience in potable water supply and/or waste water treatment; or,

          b) Graduation from a New York State or Regionally accredited college with an Associate's Degree in environmental control technology or mechanical technology and six (6) years of experience in potable water supply and/or waste water treatment; or,

          c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

NECESSARY SPECIAL REQUIREMENT

Possession of a minimum of a Type 3B Water Treatment Plant Operator's license issued by the New York State Department of Health at the time of ap­pointment and possession of a minimum of a Type 3B Sewage Treatment Plant Operator's license issued by the New York State Department of Environmental Control at the time of appointment.  Appointees must maintain current certifi­cation in the above areas for the duration of their employment in this title.
