DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs the administrative and technical opera­tion of a Type D Water District which distributes potable water not requiring chemical additives or other treatment procedures and serves l,000 or more people.  The incumbent directs the systems maintenance and development of a ground water facility, subject to the regulatory control of State and County health and conservation agencies.  Responsibilities include the direction of the administrative functions of finance and budget, metering, billing and revenue collection, and personnel management.  Supervision is exercised over various technical, maintenance, labor and clerical employees in the performance of these operations.  The employee works under the general direction of the local legis­lative body and is expected to exercise independent judgment and initiative.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Directs and oversees the operation of a Type D public water distribution system;

          Supervises sampling programs in accordance with requirements of State Sanitary codes and local Health Department standards;

          Supervises all technical, maintenance and clerical personnel in the Water District;

          Plans and supervises the extension of existing facilities and the mainte­nance of those facilities;

          Directs billing, collection, accounting and other clerical activities; maintains personnel records;

          Plans, assigns and reviews the work of crews engaged in installing or replacing pipe lines, meter, and back-flow prevention equipment; supervises the maintenance and repair of meters, and reviews the work of meter readers;

          Meets with governing board to discuss present operations and to plan for extension of services;

          Prepares annual budget requests; interviews and hires personnel; formulates policy and answers public and administrative inquiries;

          Represents the Water District at public functions; addresses public groups and attends conferences as required.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and methods used in admin­istering a Water District; thorough knowledge of the methods, tools and equip­ment used in the extension, maintenance and repair of mains, hydrants and meters; working knowledge of the chemistry and bacteriology of ground water; working knowledge of the procedures and equipment necessary to chlorinate a public work supply, if contaminated; basic knowledge of Long Island hydrology and geology; good knowledge of the principles and practices of financial admin­istration, public personnel administration and budgeting; ability to plan and supervise the work of subordinates to ensure the efficient, effective operation of the district; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school or possession of a high school equivalency diploma and six (6) years experience in the distribution of potable water, two (2) of which must have been in a supervisory or administra­tive capacity.

 

NOTE:  Relevant education from a regionally accredited or New York State regis­tered college or university may be substituted for the non-supervisory, non- administrative experience on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENT

Possession of a Type D Water System Operator certificate issued by the New York State Department of Health, at the time of appointment.  Appointees must maintain that certification throughout their employment in this title.
