DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for the securing of all
relevant information concerning the planned, proposed and legislated policy,
administrative rules, regulations and laws impacting upon the current and
future services of a Water District.
The incumbent coordinates activities, current and proposed, between the
Water District and associated agencies.
The work is performed independently and reviewed through conferences and
written reports. Performs related work
as required.
TYPICAL WORK ACTIVITIES
Represents
the Water District at public hearings of State, County and Local authorities
relative to issues impacting upon the supply and delivery of water to users;
Researches and proposes
positions on behalf of the Water District relative to proposed rules,
regulations, policies, procedures and legislation impacting the operation of
the Water District;
Writes grant applications
for subsidy funding and research projects undertaken by the Water District;
Monitors and presents
data concerning known and anticipated hazardous Water District sites of Supply;
Maintains cost relationships
between the supply and delivery of water;
Establishes appropriate
rate proposals;
Establishes and maintains
a liaison relationship between the Water District and all interfacing agencies,
authorities, vendors and other districts both locally and domestically.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of public administration policies and procedures; thorough knowledge
of water district operations and administration; ability to establish and
maintain good relationships; ability to analyze statistical information;
ability to compile and prepare clear and accurate reports; ability to
coordinate, communicate and interface with legislative agencies and authorities
exercising control and co-relationships with a Water District; ability to
communicate effectively, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN-COMPETITIVE
EITHER:
(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree in Public Administration, Environmental Science, Political Science or a
closely allied field and four (4) years experience in the operation or office
management of a water district; or,
b) Graduation from a
standard senior high school or possession of a high school equivalency diploma
and eight (8) years experience in the operation or office management of a water
district; or,
c) An equivalent
combination of education and experience as defined by the limits of a) and b).
