DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class may
either supervise the operation of a wastewater treatment plant with a point
score of 56-75 or may work as a shift supervisor in a wastewater treatment
plant with a point score of 76 or greater.
These plant facilities utilize treatment processes other than activated
sludge. The employee may also work as an operator in a wastewater treatment
plant utilizing the activated sludge process.
When functioning as an operator in an activated process plant, the
employee performs highly complex work, requiring independent judgment and
initiative. The work is reviewed by a
Wastewater Treatment Plant Operator (4) or (4A) if the incumbent is a shift
supervisor or by an administrative supervisor if the incumbent is in charge of
the wastewater treatment plant. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Starts and stops pumps, motors, air
compressors, and related machines and equipment; makes minor repairs to the
machinery and equipment; records readings from meters and gauges;
Treats and disposes of sludge; adds
chlorine to wastewater; takes samples of wastewater for testing; makes
necessary tests for control of plant operations;
Assists in the instruction of
trainees, supervises the work of laborers and other support personnel; keeps a
log of plant operations and related records;
Performs custodial duties in
connection with the maintenance of buildings and grounds.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of
the practices and equipment used in the operation and maintenance of a
wastewater treatment plant with facilities for chemical precipitation, sludge
vacuum filtration, sludge incineration, separate sludge digestion, or any other
biological oxidation process other than the activated sludge process; good
knowledge of the principles and applications of physics, chemistry and
bacteriology as applied to wastewater treatment and disposal; skill in the
operation and repair of pumps, valves, and related mechanical and electrical
equipment; ability to read, understand and record data from gauges, scales and
meters; ability to make routine laboratory and field tests for control of
meters; ability to understand and carry out oral and written instructions;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Possession of a Type 3, 4, 3A or 4A
Wastewater Treatment Plant Operator's certificate, issued by the New York State
Department of Environmental Conservation.
PROMOTIONAL
1) Two (2) years of
permanent status as a Senior Wastewater Treatment Plant Helper; or,
2) Four (4) years of permanent
status as a Wastewater Treatment Plant Helper.
NOTE: Candidates must possess a Type 3, 4, 3A or 4A Wastewater Treatment Plant Operator's certificate, issued by the New York State Department of Environmental Conservation.
NECESSARY SPECIAL
REQUIREMENTS
Candidates must
maintain a Grade 3, 4, 3A, or 4A Certificate, issued by the New York State
Department of Environmental Conservation, while employed in this title.
Depending upon
the assignment, at the time of appointment and during employment in this title,
employees may be required to possess a valid license to operate a motor vehicle
in New York State.
