DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an
employee in this class assists the Director of Buildings, Operations, and
Maintenance in directing the operations, maintenance, custodial services and
repairs of Suffolk County buildings.
Supervision is exercised over all operations and maintenance personnel,
custodial and security staff, directly or through subordinate supervisory
personnel. Work is reviewed by the
Director of Buildings, Operations, and Maintenance through conferences and
written reports.
Does related work as required.
TYPICAL WORK ACTIVITIES
Assures that utility and building systems are operated in
accordance with their design intent and manufacturers recommendations;
Assists in
the management of highly technical and specialized facilities with central
heating plants, central air conditioning systems, fuel storage, primary and
secondary electrical distribution systems and other utilities;
Assists,
through the complex managers, a recurring maintenance program which includes
such actions as instrument calibration, equipment maintenance, corrosion
prevention, seasonal requirements, utility plant maintenance, etc.;
Assists in the development of budget requests for the
Division and controls all program expenditures;
Manages multiple priorities and insures that manpower,
supplies and equipment resources are effectively and efficiently utilized;
Assists in the preparation and review of Operations and
Maintenance related portion of bid packages, including plans, specifications
and cost estimates;
Assists in the initiation of Capital improvements as
related to all existing County buildings;
Monitors and approves requests for materials to be used
by complex and shop personnel in accomplishing repair and maintenance duties;
Assists in the resolution of complaints received in the
Division;
In the
absence of the Director of Buildings, Operations, and Maintenance, the
incumbent acts for, and in place of the Director.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the methods, equipment and
materials required to operate and maintain building systems including high
pressure heating and air conditioning plants, lighting systems, electrical
generating and distribution systems; thorough knowledge of construction and
repair techniques and safety procedures including the use, handling and
disposal of chemicals used as solvents or for water treatment; thorough
knowledge of effective supervisory and management techniques; thorough
knowledge of asbestos hazard management, clean-up and abatement procedures;
ability to plan and supervise the work of others in a manner conducive to full
performance and high morale; ability to express oneself clearly concisely both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor's Degree and five (5) years of experience in buildings operation and maintenance of which three (3) years must have been in the supervision of the operation and maintenance of a number of buildings; or,
b) Graduation from a college with
federally-authorized accreditation or registration by New York State with an Associate's Degree and seven (7) years of experience in
buildings operation and maintenance of which three (3) years must have been in
the supervision of the operation and maintenance of a number of buildings;
or,
c)
Graduation from a standard senior high school or possession of a high school
equivalency diploma and nine (9) years of experience in buildings operation and
maintenance, three (3) years of which must have been in the supervision of the
operation and maintenance of a number of buildings; or
d) An
equivalent combination of education and experience as defined by the limits of
(a), (b) and (c).
PROMOTIONAL
One (1)
year of permanent competitive status as a Buildings Superintendent; or
Two (2)
years of permanent competitive status as a Building Maintenance Manager; or
Three (3)
years of permanent competitive status as a Building Maintenance Supervisor.
