DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an
employee in this class directs the operation, maintenance, custodial services
and repairs of
TYPICAL WORK ACTIVITIES
Assures that utility and building systems are operated in accordance with their design intent and
manufacturers recommendations;
Manages
highly technical and specialized facilities with central heating plants,
central air conditioning systems, fuel storage, primary and secondary
electrical distribution systems and other utilities;
Administers
the providing of custodial services including refuse collection and disposal;
Directs a
program of plant inspections to identify facility work requirements;
Develops
and implements through the complex managers a recurring maintenance program
which includes such actions as instrument calibration, equipment maintenance,
corrosion prevention, seasonal requirements, utility plant maintenance, etc.;
Develops
budget requests for the Division and controls all program expenditures;
Determines
whether maintenance, repair or minor construction projects should
be accomplished with Department staff or by contract;
Manages
multiple priorities and insures that manpower,
supplies and equipment resources are effectively and efficiently utilizes;
Develops
and exercises emergency contingency plans necessary to continue essential
activities in the event of failure or interruption of primary systems;
May prepare
or review Operation and Maintenance related portion of bid packages including
plans, specifications and cost estimates;
Provides
technical assistance to other agencies for planning and accomplishment of
assigned work as related to their facility and utility requirements;
Initiates
Capital improvements as related to all existing County buildings;
Develops
energy conservation projects and programs;
Monitors
and approves requests for materials to be used by
complex and shop personnel in accomplishing repair and maintenance duties;
Acts as
liaison between the
Establishes
priorities to resolve complaints.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of the methods,
equipment and materials required to operate and maintain building systems
including high pressure heating and air conditioning plants, lighting systems,
electrical generating and distribution systems; comprehensive knowledge of
construction and repair techniques and safety procedures including the use,
handling and disposal of chemicals used as solvents or for water treatment;
comprehensive knowledge of effective supervisory and management techniques;
thorough knowledge of asbestos hazard management, clean-up and abatement
procedures; thorough knowledge of energy conservation methods and their
applications; ability to plan and supervise the work of others in a manner
conducive to full performance and high morale; ability to express oneself
clearly concisely both orally and in writing; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
a) Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree and six (6)
years of experience in buildings operation and maintenance, which must include
experience with HVAC, electrical, and mechanical systems, four (4) years of
which must have been in the supervision of the operation and maintenance of a
number of buildings; or,
b)
Graduation from an accredited two year college with an Associate's Degree and
eight (8) years of experience in buildings operation and maintenance, which
must include experience with HVAC, electrical, and mechanical systems, four (4)
years of which must have been in the supervision of the operation and
maintenance of a number of buildings; or,
c) An
equivalent combination of education and experience as defined by the limits of
(a) and (b).
PROMOTIONAL
Two (2)
years of permanent competitive status as an Assistant Director of Buildings,
Operations & Maintenance; or,
Three (3)
years of permanent competitive status as a Buildings Superintendent; or,
Four (4)
years of permanent competitive status as a Building Maintenance Manager.
