DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class is responsible for managing the
operation and maintenance, including repairs and alterations, of a municipal
building or a complex of municipal buildings.
The incumbent works with considerable independence in scheduling
preventive maintenance, routine maintenance and operations. The incumbent implements, reviews and evaluates
work methods and procedures, and exercises supervision over a substantial
number of skilled and semi-skilled maintenance mechanics. Work is performed under the general direction
of an administrative supervisor. Does
related work as required.
Manages the activities of all personnel engaged in the
operation and maintenance of assigned buildings;
Plans, lays out and assigns all work
projects developed by administrative supervisors;
Implements, reviews and evaluates
work methods and procedures;
Supervises the activities of workers
in the fields of carpentry, plumbing, electrical work, mechanics, welding and
painting;
Performs general inspections of
plants and buildings for required maintenance;
Formulates preventive maintenance
programs;
Recommends alterations,
modifications and major repairs;
Initiates material requisitions and
submits job estimates;
Maintains records, prepares and
submits progress or project reports and maintains personnel administrative
reports.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of accepted and recognized principals
of management; thorough knowledge of administrative reporting techniques,
inventory control and cost accounting; thorough knowledge of building operation
and maintenance; good knowledge of building and maintenance materials; good
knowledge of building codes, laws and regulations; good knowledge of the basic
principles of plumbing, painting, plastering, masonry, carpentry and electrical
wiring; good knowledge of the tools, terminology and practices of mechanical
and construction trades; ability to plan, schedule, organize and evaluate
assignments for employees; ability to supervise personnel in a manner conducive
to full performance and high morale; ability to prepare and interpret technical
sketches and plans; ability to estimate labor, time and materials and to keep
accurate records; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor's Degree in Engineering,
and two (2) years of supervisory experience in building maintenance.
NOTE: Experience in building maintenance will be substituted
for education on a year-for-year basis, provided that the candidate possesses
the two (2) years of supervisory experience in building maintenance.
