DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the custodial activities, and maintenance and repair of County owned or leased buildings housing County business.  The employee supervises directly, or through subordinate crew leaders and supervisors, a large number of skilled trades employees, custodial workers, and other personnel.  Work is reviewed by an administrative supervisor through consultation and written reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises, through subordinate supervisors, a variety of custodial and related services in County owned or leased buildings;

            Performs inspection of buildings to observe results of the work of the staff;

            Plans, lays out and assigns work projects developed by administrative supervisors;

            Supervises varied maintenance of physical plants including such areas as carpentry, electrical repair, plumbing, heating and air conditioning, painting and general mechanical repair work;

            Makes periodic preventive maintenance checks, recommends building repairs and improvements and estimates labor and material costs;

            Reviews and approves where justified, recommendations for improvements made by building maintenance supervisors and approves requisitions for materials and supplies used in the operation, maintenance and cleaning of buildings;

            Maintains records; prepares and submits reports of building maintenance activities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of modern large scale buildings and grounds operation and maintenance practices; thorough knowledge of the basic principles of plumbing, painting, plastering, masonry, carpentry, heating, ventilation and air conditioning; thorough knowledge of the tools, terminology and practices of mechanical and construction trades; thorough knowledge of high pressure boiler operating safety precautions; good knowledge of effective supervisory methods and techniques; ability to estimate labor, time and materials and to keep records accurately; ability to express oneself clearly and concisely, both orally and in writing; ability to make, interpret and work from technical sketches, specifications and plans; ability to plan, assign and supervise the work of subordinates in a manner conducive to full performance and high morale; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Engineering or a related field plus four years of supervisory experience in a variety of building maintenance activities; or,

            (b) Graduation from high school or possession of a high school equivalency diploma plus eight (8) years of experience in a variety of building maintenance activities, four (4) years of which must have been in a supervisory capacity; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            Two (2) years permanent competitive status as a Building Maintenance Manager.
