DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in the daily operations, maintenance and repair of a school district’s buildings and grounds and related facilities, and assists in the planning and implementation of new construction and renovations, budget preparation, grant requests and interpreting union contracts.   The incumbent supervises a substantial staff of skilled and semi-skilled trades employees, custodial and maintenance personnel, and may monitor the work performed by contractors. Responsibility may be included for assisting with maintenance of automotive equipment and/or supervision of security personnel. Work is performed under the general supervision of a Director of Facilities III or administrative superior, and is reviewed through conferences, consultations and the submission of written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in the direction of preventive and routine maintenance activities, repairs and alterations to a physical plant in a school district, and in supervision of carpentry, plumbing, welding, sheet metal, air conditioning, electrical and painting activities;

          Reviews and recommends requests for building improvements, renovations and alterations;

          Interprets contracts with vendors for warranty service on completed projects to determine obligation for repair;

          Reads site blue prints and specifications for equipment installation and construction and meets with contractor representatives to resolve problems;

          Assists in the administration of contracts for alterations, modifications and maintenance activities; and monitors work performed by contractors;

          Assists in establishing standards of cleanliness in accordance with administrative and environmental objectives and oversees custodial staff;

          Investigates the need for new equipment, and recommends sources for equipment and supplies;

          Assists in the preparation of the annual budget;

          Assists in interpreting union contracts;

          Assists in personnel selection, termination and transfers;

          Establishes and monitors preventative maintenance programs for a school district’s buildings and related equipment;

          May supervise security personnel and/or maintenance of automotive equipment.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of building design, construction, operation and maintenance; good knowledge of all construction estimating including relative cost of materials related to useful life; good knowledge of current developments and sources of information related to maintenance methods and materials; good knowledge of business and personnel management and labor relations; good knowledge of applicable laws and regulatory codes relative to building contract documents including bidder notification proposal forms and detail specifications; good knowledge of asbestos and hazardous material laws; good knowledge of large scale cleaning techniques, materials and equipment; some knowledge of computerized maintenance management; ability to plan, design, prepare and review engineering plans and specifications for buildings and related facilities; ability to plan, schedule, coordinate and review the work of a substantial staff of professional, technical and clerical personnel in a manner conducive to full performance and high morale; ability to prepare budgets and to manage allocated funds; ability to prepare comprehensive reports; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, in Engineering, Business Administration or a related field, and two (2) years of experience in the supervision of a variety of plant maintenance activities, one (1) year of which has been at an administrative level and has included personnel management, budgeting and purchasing;

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in the supervision of a variety of plant maintenance activities, one (1) year of which has been at an administrative level and has included personnel management, budgeting and purchasing;

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b), with no substitution allowed for the one (1) year of administrative experience.
