DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class exercises considerable independent judgment and initiative in the
administration, supervision and direction of the overall operations of the
custodial and security staff in County owned or rented facilities. Responsibility is included for administering
service contracts with outside vendors and for supervising through subordinates
the custodial and security staff. Work
is performed under the general direction of an administrative supervisor, and
is reviewed through conferences, consultations and the submission of required
reports. Does related work as required.
Directs and supervises all custodial
and security services for all County owned or rented
facilities;
Recommends security procedures to be
followed by the public and employees in the use of County facilities;
Institutes and supervises training
programs for custodial personnel;
Administers a comprehensive building
cleaning program in all County owned and operated buildings;
Assists in the preparation of
service contracts; administers contracts with outside vendors for a variety of
cleaning and security services;
Prepares a variety of reports
including budget data for the custodial and security units.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the materials and methods used in large scale building cleaning;
thorough knowledge of current effective security measures; good knowledge of
effective supervisory methods and techniques; ability to coordinate the
allocation of employees, equipment and materials; ability to take proper
corrective action in instances of security flaws; ability to maintain accurate
records and prepare reports; ability to train and supervise personnel in a
manner conducive to full performance and high morale; good judgment; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Eight (8) years of administrative
experience, five (5) years of which must have been in a responsible supervisory
capacity in the area of building custodial activities.
NOTE: Education beyond
high school from a college with federally-authorized accreditation or
registration by New York State will be substituted for experience on a
year-for-year basis up to a maximum of four (4) years, provided, however, that
the candidate possess at least three (3) years of the supervisory experience in
custodial activities.
PROMOTIONAL
Two (2) years of permanent
competitive status as an Assistant Director of Custodial and Security Services.
NECESSARY SPECIAL
REQUIREMENTS
1)
Upon appointment,
candidates must apply for registration as a security guard with the New York
State Department of State, Division of Licensing Services, and maintain said
license throughout employment in this title.
2)
At the time of appointment and during
employment in this title, employees are required to possess a valid license to
operate a motor vehicle in New York State.
