DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the operational management of the building facilities and security of a school district. The incumbent must possess formal knowledge and experience in the areas of business management, personnel management, security operations, cost analysis and purchasing procedures.  The incumbent is responsible for supervisory duties over a large staff, which may include professional, maintenance, custodial and clerical personnel. Work in this class differs from that of a Plant Facilities Administrator in that the duties are less technical in nature and require greater administra­tive and managerial skills. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Plans and prepares budgetary recommendations for the operation of the facilities and for the security operations of a school district;

          Evaluates and recommends the hiring and termination of all personnel;

          Supervises the maintenance, custodial and security operations for a school district;

          Establishes and organizes priorities, assignments and productivity;

          Administers purchasing procedures and is responsible for budgetary control over accounts within the areas of building operations and security for a school district;

          Organizes and implements programs for facilities and security management;

          May assist in negotiations and grievances with employee labor organizations.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and procedures of business management and cost analysis; thorough knowledge of personnel management; thorough knowledge of the technical aspects of the maintenance, custodial and security operations for a school district; good knowledge of recruitment, selection, training and supervi­sion of building maintenance personnel; good knowledge of the methods of budget preparation and control; good knowledge of the basic principles of the construc­tion and engineering trades; ability to supervise a staff in a manner conducive to efficiency, productivity and high morale; ability to establish and maintain effective working relationships with administration, personnel and the public; ability to formulate and maintain statistical reports and records; ability to plan policy recommendations and programs for the management and security of the facilities of the school district; ability to express oneself clearly, both orally and in writing; physical condition commensurate with the needs of the position.

 

MINIMUM QUALIFICATIONS

          OPEN-COMPETITIVE

          Either:

        (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Business Management or a related field, and three (3) years of experi­ence in an administrative or supervisory capacity in a position including budgeting and cost analysis in the building construction or building maintenance field; or

          (b) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and five (5) years of experi­ence in an administrative or supervisory capacity in a position including budgeting and cost analysis in the building construction or building maintenance field

 

NOTE:  Additional relevant education from a New York State or regionally accredited college or university will be substituted for experience on a year- for-year basis.
