DISTINGUISHING FEATURES OF THE CLASS

An employee in this class has responsibility for the operational management of the building facilities, security, and information technology services of a small school district.  Work is performed in the areas of business management, personnel management, security operations, information technology services, cost analysis and purchasing.  The incumbent is responsible for supervision of a staff which may include professional, technical, maintenance, custodial and clerical personnel.  Work is performed under the general direction of an administrative supervisor and is reviewed through conferences, consultations and the submission of written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Supervises and oversees the maintenance, custodial, security, and information technology services for a small school district;

         Evaluates the district’s information technology and security systems, and buildings and grounds practices, making recommendations to the superintendent and school board;

         Supervises the district’s data collection, analysis and distribution, including granting access to financial systems;

         Acts as liaison to vendors and contractors;

         Prepares applications for building permits and inspections;

         Organizes and presents information to district staff and community groups;

         Prepares and manages budgets for the facilities, security and information technology operations of the school district;

         Supervises and evaluates personnel in the areas of responsibility and coordinates training and staff development;

         Evaluates and recommends the hiring and termination of all personnel;

         May chair district committees relating to building and grounds, security, safety or technology.

             

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the technical aspects of the information technology operations for a school district; good knowledge of the technical aspects of the maintenance, custodial, and security operations for a school district; good knowledge of the principles, practices and procedures of business management and cost analysis; good knowledge of recruitment, selection, training and supervision of building maintenance personnel; good knowledge of the methods of budget preparation and control; good knowledge of the basic principles of construction and engineering trades; good knowledge of the basic principals of voice, video, and data systems; good knowledge of federal, state and local regulations relating to occupational safety, waste management, recycling, hazardous waste and fire protection; ability to supervise a staff in a manner conducive to efficiency, productivity and high morale; ability to establish and maintain effective working relationships with administration, personnel and the public; ability to prepare budgets and to manage allocated funds; ability to make public presentations, interact with various study committees and respond to requests from the public for information; ability to express oneself clearly and concisely, both orally and in writing; good judgment; tact; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and four (4) years of experience in an administrative or supervisory capacity in a position maintaining information technology systems; or

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in a position maintaining information technology systems, four (4) years of which must have been in an administrative or supervisory capacity; or

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
