FEATURES OF THE CLASS
This position involves assisting the Incinerator Plant Supervisor in directing the overall activities of a large municipal incinerator plant. An employee in this class is responsible for carrying out all the rules and regulations of the New York State Department of Environmental Control as it relates to Sanitary Landfill and Incinerators. The incumbent assists in the planning and supervision of all personnel and equipment operators engaged in operating and maintaining an incinerator plant and sanitary landfill site. Under general supervision the employee assists in the preparation of the annual budget, recommends the purchase of any necessary equipment and is responsible for maintaining supplies and existing equipment. Work involves projecting the life of a landfill site, assuring reserve sites are available, assuring road accessibility, inspecting incinerator area and enforcing regulations relating to the incinerator complex. This employee will assume all the duties and responsibilities of the Incinerator Plant Supervisor in the supervisor's absence. Does related work as required.

ACTIVITIES
Assists in planning an supervising
all personnel including a substantial number of maintenance personnel, heavy
equipment operators and truck drivers on one or more shifts;
Assists in preparation of the
purchase of equipment and makes recommendations for the annual budget;
Assists in enforcing all rules and regulations of the New York State Department of Environmental Control;
Supervise maintenance of equipment
and supplies;
Assists in periodic inspections of
facilities to determine the need for major repair or replacement of equipment;
Assists in projecting the life of a
landfill and prepares alternate areas including road accessibility;
Assumes all the duties and
responsibilities of the Superintendent in the absence of the Superintendent.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the operating characteristics and maintenance requirements of
equipment used in incinerator plants; good knowledge of the rules and
regulations o the New York State Department of Environmental Control as it
relates to incinerators and land fill; good knowledge of local ordinances and
regulations concerning the hazards and safety precautions of the work; good
knowledge of effective supervisory techniques; ability to express oneself
clearly and concisely both orally and in writing; ability to establish and
maintain effective working relationships; ability to maintain records and
submit reports; ability to plan, supervise and review the work of a substantial
number of employees in a manner conducive to full performance and high morale;
physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from high school or
vocational school, or possession of a high school equivalency diploma, and one
year of experience in labor or plant supervision; or,
PROMOTIONAL
One year of
permanent competitive status as an Incinerator Plant Foreman.
