WASTEWATER DISTRICT
SUPERINTENDENT (TYPE 3) 7631
Under general direction, an
employee in this class performs supervisory and administrative work in
directing the operations of a municipal wastewater treatment plant. The incumbent is responsible for the safe,
efficient operation of a wastewater treatment plant with a plant point score of
56 to 75 points, which utilizes treatment processes other than the activated sludge
process. Work is performed with
considerable independence. Supervision
is exercised over operators, trainees, laboratory personnel, maintenance
mechanics and laborers. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises
the operation of the plant to assure the most efficient and economical use of
the equipment, supplies and personnel; assigns plant personnel to shifts; makes
daily inspection of plant and plant machinery;
Makes
or supervises necessary tests for control of plant operations; supervises the
treatment and disposal of sludge; supervises the maintenance and repair of
machinery;
Instructs
and supervises the work of Wastewater Treatment Plant Operators; trainees, and
other plant employees;
Maintains
inventory of supplies, chemicals, and equipment; requisitions materials;
maintains and prepares periodic reports of the operation of the plant.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES, AND PERSONAL CHARACTERISTICS
Thorough knowledge of the practices
used and the equipment required in the operation and maintenance of a
wastewater treatment plant with a minimum score of 55 points, with facilities
for chemical precipitation, sludge vacuum filtration, separate sludge
digestion, or any other biological oxidation process other than the activated
sludge process; thorough knowledge of the principles and applications of
physics, chemistry, and bacteriology as applied to wastewater treatment and
disposal; thorough knowledge of effective supervisory techniques; ability to
supervise the operation and repair of pumps, valves and related mechanical and
electrical equipment; ability to make routine laboratory and field tests for
control of plant operations; ability to plan, supervise and review the work of
support staff in a manner conducive to full performance and high morale;
ability to maintain records and prepare reports; physical condition
commensurate with the demands of the position.

Possession a Type 3,
3A, 4 or 4A Wastewater Treatment Operator’s Certificate issued by the New York
State Department of Environmental Conservation and five (5) years of operating
experience, two (2) of which have been supervisory, in a wastewater treatment
plant which utilizes processes other than the activated sludge process and has
a plant point score rating over fifty-six (56).
Two
years of permanent competitive status as an Assistant Wastewater District
Superintendent (Type 3).
Wastewater Treatment Operator’s Certificate
must be maintained throughout employment.
