SUPERINTENDENT OF SANITATION & SEWAGE 7632
DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class assists the Superintendent of Sanitation & Sewage in directing and planning the operation of several large town incinerator and sewage treatment plants. The incumbent is responsible for the detection of violations and enforcement of regulations pertaining to refuse collection and disposal performed by licensed contractors to comply with the 1990 State Landfill Law. Supervision is exercised over a large staff through supervisory personnel. Work is reviewed through conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
in the direction of the operation of several large town incinerator and sewage
treatment plants;
Assists in the review of
architectural drawings and site locations; makes recommendations to a Town
Board;
Supervises plant
operations and procedures; directs inspection personnel in the enforcement of
regulations pertaining to collection and disposal of liquid and solid waste;
Assists in the
preparation of the annual budget;
Maintains financial,
operational and personnel records;
Orders and stores
materials and supplies.

CHARACTERISTICS
Thorough
knowledge of the principles, practices and techniques required for the
administration of large incinerator and sewage treatment plant operations;
thorough knowledge of the operational and maintenance requirements of modern
incinerator plant equipment; thorough knowledge of the principles and practices
of office administration; thorough knowledge of effective supervisory techniques;
ability to acquire a knowledge of the laws, rules and ordinances governing the
collection and disposal of refuse; ability to develop and implement efficient
operational procedures and practices regarding the operation of an integrated
waste disposal complex; ability to delegate authority and to plan and supervise
the work of others in a manner conducive to full performance and high morale;
ability to express oneself clearly and concisely, both orally and in writing;
ability to establish and maintain effective public relations; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either;
a) Graduation from a New
York State or Regionally accredited college or university with an Associate's
Degree and two (2) years of experience in the operation and maintenance of
heavy machinery, one (1) year of which must have been in a supervisory
capacity; or,
b) Graduation from a
standard senior high school or possession of a high school equivalency diploma
and four (4) years of experience in the operation and maintenance of heavy
machinery, one (1) year of which must have been in a supervisory capacity; or,
c) An equivalent
combination of education and experience as defined by the limits of a) and b).
