DISTINGUISHING FEATURES OF THE CLASS
An employee in this class performs responsible administrative and supervisory duties in planning and directing the operations of a town landfill and scavenger waste treatment facility. The incumbent designs and implements programs to comply with the 1990 State Landfill Law, oversees the activities of sanitation supervisory staff and prepares the annual budget for the landfill and scavenger waste treatment facility operations. Supervision is received from the Town Supervisor's Office. Does related work as required.
TYPICAL WORK ACTIVITIES
Plans
and directs the operations of a town landfill and scavenger waste treatment
facility, including the design and implementation of maintenance schedules for
equipment and machinery and work schedules for the labor force;
Works with town, county
and state officials toward the implementation of the 1990 State Landfill Law;
identifies appropriate technologies for a town;
Develops a composting
program utilizing materials from the landfill and the scavenger waste treatment
plant;
Prepares annual budgets
for the landfill and the scavenger waste treatment plant.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough
knowledge of the principles, practices and techniques involved in the
operations of a sanitary landfill and a scavenger waste treatment facility;
thorough knowledge of the operational and maintenance features of a modern
scavenger waste treatment plant; good knowledge of effective supervisory techniques;
good knowledge of the principles and practices of office administration;
ability to rapidly assimilate required legal and other required data and reach
accurate and concise conclusions from the data; ability to plan, assign and
supervise the activities of a staff in a manner conducive to full performance
and high morale; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a)
Graduation from a New York State or Regionally accredited college or university
with an Associate's Degree and four (4) years of experience in the operation
and maintenance of heavy equipment of the kind utilized in a landfill or
scavenger waste treatment facility, one (1) year of which must have been in a
supervisory capacity; or,
b) Graduation from a
standard senior high school or possession of a high school equivalency and six
(6) years of experience in the operation and maintenance of heavy equipment of
the kind utilized in a landfill or scavenger waste treatment facility, one (1)
year of which must have been in a supervisory capacity; or,
c) An equivalent
combination of education and experience as defined by the limits of a) and b).
