DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs highly responsible administrative and supervisory duties in planning and directing the overall activities of several environmental facilities.  Supervision is exercised over a large staff through supervisors.  Work is performed under the general direction of an administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES          

          Plans and directs the operation of landfills or transfer stations;

          Supervises plant operations and procedures;

          Directs inspection personnel in enforcement of regulations pertaining to disposal of solid wastes;

          Directs recycling activities pertaining to the disposal of solid waste;

          Assists in preparation of annual budget;

          Maintains financial operational and personnel records;

          Orders and stores materials and supplies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principals, practices and techniques utilized in the administration of landfills or transfer stations; thorough knowledge of the operational and maintenance features of a landfill or transfer station; ability to acquire a knowledge of the laws, rules and ordinances of a municipality governing the collection and disposal of refuse; ability to develop and implement efficient operational procedures and practices regarding the operation of an integrated waste disposal complex; ability to delegate authority, and to plan and supervise the work of others in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Engineering, and four (4) years of experience in the operation of a landfill or a transfer station, two (2) years of which must have been in a supervisory capacity; or,

          b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in the operation of a landfill or a transfer station, two (2) years of which must have been in a supervisory capacity; or,

          c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

NOTE:  Education will not be substituted for the two (2) years of supervisory experience.
