FEATURES OF THE CLASS
An employee in
this class assists in planning, organizing and directing the activities of a utilities district within a municipality. The incumbent assists in directing the
technical activities of a utilities department consisting of electrical power
generation and distribution, water treatment and sewage treatment and assists
in the management of the administrative functions of the department. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning,
organizing and directing the activities of the utilities district;
Reviews the
inspection, maintenance and operation reports of the power production unit;
Directs the work of
engineering studies and reviews reports prepared by consultants;
Reviews operating,
maintenance and distribution work reports, costs analyses and related records;
Makes recommendations
and suggestions for changes in policies and procedures relating to operations
of the utilities district;
Prepares
correspondence and reports, compiles records;
Maintains capital cost
records for three utilities service districts;
Assists in preparation
of budget;
Prepares rate studies
based upon operating costs;
Acts for the Utilities
District Superintendent when directed.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge
of the principles, practices and methods used in administering a utilities
district; good knowledge of the principles and practices of business
administration; some knowledge of the theory and principles of electric power
production and electric power distribution systems; good knowledge of the
codes, standards and regulations of the electric utility regulatory agencies;
ability to learn principles and procedures relating to operation and
maintenance of a water treatment plant and a sewage treatment plant; ability to
learn the operating principles of pumps, valves and related mechanical equipment;
ability to learn the operating principles of diesel generating units for
production of electric power; ability to learn the characteristics of Long
Island hydrology and geology as it affects ground water supply and ground water
pollution, salt water intrusion and nitrate infiltration of ground water
resources; ability to plan and supervise the work of personnel and to deal
effectively and tactfully with the general public, regulatory agency's
personnel and supervisors to insure the efficient and effective operation of a
district; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York State or
Regionally accredited college or university with a Bachelor's Degree in
Engineering and one (1) year of engineering experience.
NECESSARY
SPECIAL REQUIREMENT
Candidate must
possess at the time of appointment and throughout the term of employment a
Grade IIB Certificate for Water Treatment and Grade IIA certificate for Sewage
Treatment issued under the provisions of the New York State Sanitary Code.
