DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class has
the overall responsibility for planning, directing and coordinating the
operations of a municipality’s electric, water, wastewater, and highway divisions;
as well as the management of the administrative functions of finance and
budget, metering, billing and revenue collection and personnel. Work requires a combination of technical
expertise and administrative skills and includes directing, through supervisory
personnel, the technical, maintenance, labor and clerical employees in the
performance of utilities district operations. Duties are performed under policy directives
of the local legislative body and the incumbent is expected to exercise independent
judgment and initiative. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs
and oversees the operations of a public water distribution system, a Type 2A
municipal wastewater treatment and collection system, and a municipal electric
generating and distribution system;
Manages
and oversees major capital projects programs for the water, wastewater,
electric and highway divisions, including obtaining funding, ensuring
compliance with state and federal contracting regulations, coordinates and
reviews design documents, bids and the selection of contractors, oversees
construction, prepares punch lists, Operations and Maintenance Manuals,
Standard Operating Procedures and project closeout;
Reviews
engineering studies, makes economic appraisals and recommendations for
expansion and development of long-range utilities systems improvements;
Evaluates
and recommends personnel for appointment, promotion and disciplinary
procedures;
Meets
with legislative body to discuss present operations and plans for modification
of services and fees; formulates policy and regulations for legislative action
or approval;
Prepares
annual budget for utilities district, approves purchase requests; prepares
and/or reviews specifications for bid; reviews competitive bids for compliance
and suitability;
Prepares
or supervises the preparation of reports to the legislative body relating to
revenues and expenditures; oversees, in conjunction with the Village Clerk, the
billing, collection and accounting functions of the utilities district;
Supervises
sampling programs in accordance with requirements of state sanitary codes and
local Health Department standards; oversees a voltage testing program which
meets the standards established by the Public Service Commission; oversees compliance
with utility permits;
Meets
with representatives of regulatory agencies, represents utilities district at
public functions; addresses civil groups and attends conferences as required.
FULL PERFORMANCE KNOWLEDGES,
SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the
principles, practices and methods used in administering a utilities district;
thorough knowledge of the functions and activities of a water distribution
system; thorough knowledge of the functions and activities of a Type 2A
wastewater treatment facility; thorough knowledge of the functions and
activities of an electric power generating and distribution system and of street
lighting operations; knowledge of hydrology and geology as it affects ground
water supply and ground water pollution, salt water intrusion and nitrate
infiltration of ground water resources; knowledge of the principles and
practices of business administration and public personnel administration;
ability to plan and supervise the work of personnel to ensure the efficient and
effective operations of the district; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
a)
Graduation from a New York State or regionally accredited college or university
with a Bachelor's Degree in electrical, mechanical or civil engineering, or a
related field, including at least 15 credits in electrical, mechanical, or
civil technology, and four (4) years of experience in at least two (2) of the
following three (3) fields: electrical generating and distribution operations:
potable water supply; wastewater
treatment. At least two (2) years of
this experience must have been in an administrative capacity managing municipal
projects; or,
b)
60 credits from a New York State or regionally accredited college or
university, including a minimum of 15 credits in electrical, mechanical, civil
technology and six (6) years of experience in at least two (2) of the following
three (3) fields: electrical generating and distribution operations: potable
water supply: wastewater treatment. At
least two (2) years of this experience must have been in an administrative
capacity managing municipal projects; or,
c)
Possession of Professional Engineer’s license issued by the State of New York and
two (2) years of experience in at least two (2) of the following three (3) fields:
electrical generating and distribution operations: potable water supply:
wastewater treatment.
PROMOTIONAL
Two
(2) years permanent competitive status as an Assistant Utilities District
Superintendent.
