DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class assists in planning, organiz­ing and directing the electrical operation of a utilities district within a munici­pality.  The incumbent assists in directing the technical operation of an electric department, including power production and power distribution; and assists in the management of the administrative functions of the department. Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists in planning, organizing and directing the activities of the power produc­tion operation to maximum output;

          Assists in reviewing the inspection maintenance and operation reports;

          Directs the work of engineering studies and reports pertaining to designs from the distribution and general system expansions; reviews engineering studies;

          Reviews operating, maintenance and distribution work reports, costs and related records; maintains capital cost records for the electric department; prepares rate studies based upon operating costs;

          Make recommendations and suggestions for changes in policies and procedures relating to the operations of the electric department;

          Prepares correspondence and reports, compiles records;

          Assists in the preparation of the annual budget;

          Acts for the Utilities District Superintendent in the absence of or at the direction of.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles, practices and methods used in administering a utilities district; good knowledge of the principles and practices of business admin­istration; good knowledge of the theory and principles of electric power production and electric power distribution systems; good knowledge of the codes, standards and regulations of the electric utility regulatory agencies; ability to plan and supervise the work of personnel, and to deal effectively and tactfully with the general public, regulatory agency's personnel and supervisors to insure the efficient and effective operation of a district; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Electrical Engineering, and four (4) years of experience in the genera­tion, distribution and maintenance and repair of power lines in a public or private power utility; or,

          b) Graduation from Senior High School or possession of a high school equivalency diploma and eight (8) years of experience as defined in a).
