DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises the operation and maintenance of wastewater treatment plants, pumping stations and collection systems and insures that all aspects of opera­tions meet regulatory agency requirements.  This position differs from that of a Wastewater Plant Operations Supervisor in the number of plants supervised and by virtue of its expanded scope and level of responsibility.  Supervision is exercised over all operations and maintenance personnel directly or through subordinate supervisory personnel.  The work is performed under the general supervision of a higher-level engineer and is reviewed through conferences, consultations and the submission of required reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                Directs and supervises the operations and maintenance of a number of wastewater treatment plants, pumping stations and collection systems;

                Plans, organizes and implements a preventative maintenance program for wastewater treatment plants, related facilities and collection systems;

                Makes field inspections of wastewater treatment plants and related facilities to evaluate performance and worker productivity;

                Assures that all operations meet Federal, State and local regulations for wastewater treatment and pumping facilities;

                Develops plans for modifications and additions to wastewater treatment plants and pumping stations to correct overloading conditions, improve efficiency and facilitate operations;

                Prepares specifications for capital equipment purchases;

                Oversees the preparation of a variety of reports relating to the operation and maintenance of wastewater treatment plants and related facilities.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods, practices, materials, equipment and tools used in wastewater treatment and pumping facilities; comprehensive knowledge of the tools, equipment and methods used in the installation, repair, inspection and adjustment of machinery, equipment and components associated with wastewater treatment and pumping stations; thorough knowledge of the techniques of chemical and bacteriological analyses of treatment facilities; thorough knowledge of local, State and Federal rules and regulations governing wastewater facilities and operations; good knowledge of effective supervisory techniques; ability to keep records and to prepare a variety of reports; ability to plan, supervise and coordinate the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the posi­tion.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Either:

                (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in natural science or engineering, and six (6) years of experience in sanitary, electrical, chemical, mechanical or environmental engineering, or in the operation and maintenance of sewage treatment facilities, four (4) years of which must have been in the supervi­sion of the operations and maintenance of a number of wastewater treatment plants and related facilities; or,

                (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years experience in sanitary, electrical, chemical, mechanical, or environmental engineering, or in the operation and maintenance of sewage treatment facilities, four (4) years of which must have been in the supervision of the operations and maintenance of a number of wastewater treat­ment plants and related facilities; or,

                (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

                                                               

PROMOTIONAL

                Two (2) years of permanent competitive status as Assistant Director of Operations and Maintenance (Sewer District); or,

                Four (4) years of permanent competitive status as Director of Maintenance (Wastewater Treatment) or four (4) years of permanent competitive status as Director of Operations (Sewer District); or,

                Six (6) years of permanent competitive status as Wastewater Plant Operations Supervisor.

 

NECESSARY SPECIAL REQUIREMENT

                Candidates must possess a Grade 3A or 4A Certificate issued by the New York State Department of Environmental Conservation at the time of appointment, and must maintain the license while employed in this title.

          Depending upon the assignment, at the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
