DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Wastewater Plant
Operations Supervisor in the performance of daily process control tasks. Activities are closely coordinated with the
activities of the maintenance section of the preventive maintenance
system. Independent judgment and
initiative are required in the performance of duties. Supervision is exercised over Senior
Wastewater Treatment Plant Operators, Wastewater Treatment Plant Operators and
their staffs. Supervision is received
from the Wastewater Treatment Plant Operations Supervisor through conferences,
reports and observation of work in progress or completed. Does related work as required.
Coordinates daily operational
tasks of pumping station operations, including sludge pumping, transfer of
scavenger waste, mixing of chemicals, sludge conditioning and incineration;
Requisitions
supplies and materials necessary for plant operations;
Assists
in scheduling plant activities to provide 24-hour-a-day operation;
Provides
specifications for purchasing new material and assists in the preparation of
the budget;
Supervises
the scheduling of the repair of out-of-service equipment in conjunction with
the maintenance program;
Compiles
daily logs and prepares monthly monitoring reports in compliance with New York
State regulations;
Analyzes
and monitors process control equipment to determine the quality of effluent and
influent and/or the amount of solids in aeration tanks; compiles data for
reports;
Makes
inspections of wastewater facilities, organizes non-routine tasks and
maintenance, establishes priorities, issues and receives work orders, issues
daily progress reports and reports unusual occurrences;
Develops
and implements corrective procedure and equipment modifications to provide for
more efficient operations;
Assists
Wastewater Plant Operations Supervisor in the initiation of work assignments;
coordinates efforts between operations and maintenance crews;
May
represent the Department as public relations liaison during emergencies and
complaints from the public.
Thorough knowledge of the
procedures and equipment required in the operation of a wastewater treatment
plant with activated sludge facilities; thorough knowledge of primary,
secondary and tertiary wastewater treatment processes; good knowledge of the
application of chemical and bacteriological principles in the wastewater
treatment process; good knowledge of supervisory techniques; knowledge of
budget development and purchasing; ability to supervise the operation of mechanical
and electrical equipment used in wastewater treatment plants; ability to plan,
assign and supervise the work of personnel in a manner conducive to full
performance and high morale; ability to react quickly and calmly in emergency
situations; ability to establish and maintain satisfactory relationships with
the general public; ability to communicate effectively, both orally and in
writing; ability to compile data and prepare reports; tact; good judgment;
physical condition commensurate with the demands of the position.
OPEN
COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree in the natural sciences or in
sanitary, civil, mechanical, electrical or electronic engineering, and two (2)
years of experience in sanitary, electrical, mechanical or environmental
engineering, or in the operation and maintenance of a wastewater treatment
plant; or,
(b)
Graduation from a standard senior high school or possession of a high school
equivalency diploma and six (6) years of experience in sanitary, electrical,
mechanical or environmental engineering, two (2) years of which must have been
in the operation and maintenance of a wastewater treatment plant; or,
(c)
An equivalent combination of education and experience as defined by the limits
of (a) and (b).
PROMOTIONAL
One (1) year of permanent
competitive status as a Senior Wastewater Treatment Plant Operator (3A) or
Senior Wastewater Treatment Plant Operator (4A).
Candidates must posses a Grade
3A or 4A Certificate issued by the New York State Department of Environmental
Conservation at the time of appointment, and must maintain the license while
employed in this title.
Depending upon the assignment, at the time of appointment and
during employment in this title, employees must possess a valid license to
operate a motor vehicle in New York State
