DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class assists in supervising the operation and/or maintenance of a number of wastewater treatment plants, pumping stations and collection systems.  The incumbent ensures performance of work necessary for the operation, cleanliness, maintenance and efficiency of wastewater treatment plants and related facilities.  Exercise of independent judgment and initiative is required.  Performance is reviewed by means of conferences, written reports and observation of wastewater treatment operation.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Oversees the plant process relating to tankage, pumping stations and plant equipment;

            Schedules personnel and plans routine and cyclical procedures relevant to plant operations;

            Places orders, issues contracts and assists in preparation of budgets and other financial requirements;

            Prepares all process and plant operating reports as required by NYSDEC, Suffolk County and other regulatory agencies;

            Trains and supervises lower level wastewater treatment plant operations personnel;

            Supervises routine maintenance and overhaul of sewer district machinery and equipment.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the practices used and equipment required in the operation and maintenance of wastewater treatment plants with facilities for chemical precipitation, sludge vacuum filtration, sludge incineration, separate sludge digestion, or any other biological oxidation process in addition to activated sludge and the stabilization of oxidation pond process; good knowledge of the application of chemical and bacteriological principles in the wastewater treatment process; good knowledge of budget development and purchasing; ability to supervise the operation of mechanical and electrical equipment used in wastewater treatment; ability to make routine laboratory and field tests for control of plant operation; ability to prepare accurate and concise reports; ability to plan, supervise and coordinate the work of subordinates in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Engineering or related field and one (1) year of experience in sanitary, mechanical, water resources, or environmental engineering, or the operation and maintenance of wastewater treatment facilities; or,

            (b) Graduation from high school or possession of a high school equivalency diploma and five (5) years experience in sanitary, mechanical, water resources, or environmental engineering, or the operations and maintenance of wastewater treatment facilities; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            One (1) year of permanent competitive status as an Operations Crew Chief (Wastewater Treatment).

 

NECESSARY SPECIAL REQUIREMENT

Candidates must posses a Grade 3A or 4A Certificate issued by the New York State Department of Environmental Conservation at the time of appointment, and must maintain the license while employed in this title.

 

Depending upon the assignment, at the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
