DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is in a supervisory position with responsibility for operations and process control at sewage treatment facilities.  Work involves the direct supervision of personnel involved in the operation of wastewater treatment and pumping facilities. The incumbent is responsible for ensuring that all aspects of operations meet regulatory agency requirements.  Supervision is received from an administrative engineer through conferences, written reports and observation of sewage treatment operations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Maintains responsibility for sewage treatment process control at sewer districts' plants, pumping stations and collection systems;

            Supervises non-maintenance personnel in the operation of wastewater treatment and pumping facilities;

            Participates in the development of the sewage district facilities and learns the details of all new systems;

            Assures that all operations meet federal, state and local regulations for sewage treatment and pumping facilities;

            Develops improved procedures for evaluation and control techniques in sewage treatment;

            Assists in preparation of operating budgets and material specifications;

            Supervises maintenance personnel as required to fulfill responsibility of maintaining sewage treatment process control.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods, practices, materials, equipment and tools used in sewage treatment and pumping facilities; comprehensive knowledge of the techniques of chemical and bacteriological analyses of treatment facilities; thorough knowledge of local, state and federal rules and regulations governing sewage facilities and operations; ability to effectively supervise professional and technical personnel; ability to communicate effectively, both orally and in writing; ability to prepare budget requests and reports; ability to evaluate and develop procedures for sewage treatment processes; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Engineering or related field, and six (6) years of experience in sanitary, mechanical, water resources or environmental engineering, or the operation and maintenance of sewage treatment facilities; or,

            (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience in sanitary, mechanical, water resources or environmental engineering, or the operations and maintenance of sewage treatment facilities; or,

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Wastewater Plant Operations Supervisor; or,

            Three (3) years of permanent competitive status as an Assistant Wastewater Plant Operations Supervisor.

 

NECESSARY SPECIAL REQUIREMENT

            Candidates must possess a Grade 3A or 4A Certificate issued by the New York State Department of Environmental Conservation at the time of appointment, and must maintain the license while employed in this title.

Depending upon the assignment, at the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
