DISTINGUISHING FEATURES OF THE CLASS

The employee in this class is responsible for developing and implementing a program designed to train sanitation personnel engaged in operating and maintaining sewage treatment plants and pump stations.  The employee will establish and incorporate safety procedures into the training programs for the Sanitation Division of the Department of Public Works.  The employee will act as the safety coordinator for operation and maintenance activities.  Work is performed under general supervision and is reviewed through conferences, reports and evaluation of safety records.  Does related work as required. 

 

TYPICAL WORK ACTIVITIES

          Trains employees in the principles and practices of performing work in a safe manner and in the use of monitoring equipment; 

          Implements safety awareness training programs for Sanitation Division personnel; 

          Assembles and disseminates educational materials to promote safety at work sites; 

          Supervises inspections of sanitation facilities, identifies hazards and establishes procedures to alleviate hazardous conditions; 

          Develops curriculum to be used in training and safety education programs, including trainings relating to wastewater treatment and collection systems; 

          Acts as a safety coordinator for the testing of combustible gasses to determine toxicity and the explosive potential; 

          Maintains records on safety conditions and prepares reports on the implementation of the safety program; 

          Coordinates division programs with Fire, Rescue and Emergency Services and insures that related requirements are satisfied.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of safety procedures and equipment required in the operation and maintenance of sewage treatment plants and pump stations and equipment; thorough knowledge of Public Employee Occupational Safety and Health Act standards and regulations; thorough knowledge of safety and monitoring equipment; thorough knowledge of curriculum development and training procedures; good knowledge of supervisory techniques; ability to plan, assign and supervise the work of subordinate personnel in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; ability to compile data and prepare reports; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either: 

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and four (4) years of experience in the operation and maintenance of public works projects at sewage treatment facilities, two (2) years of which must have been in a supervisory position including the development and implementation of employee safety or accident prevention programs; or,

          (b) Graduation from a standard high school or possession of a high school equivalency diploma, and eight (8) years of experience in the operation and maintenance of public works projects at sewage treatment facilities, four (4) years of which must have been in a supervisory position including the development and implementation of employee safety or accident prevention programs; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b). 

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Assistant Training and Safety Officer.

 

NECESSARY SPECIAL REQUIREMENTS

          An employee in this title must possess at the time of appointment and maintain during employment any licenses and/or certifications deemed necessary for performance of duties, such as: DEC Training Certificate; New York State license as a Project Manager for Asbestos Abatement projects; United States Environmental Protection Agency certification for Hazardous Materials Incident Response; certification as an instructor for the Hazard Communications Standard, Bloodburne Pathogens Standard; New York State Department of Motor Vehicles certification as a Defensive Driving instructor; appropriate certification to take samples of hazardous materials; certification to fit-test workers for proper use of respirators.           

          At the time of appointment and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
