DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in developing and implementing a program designed to train sanitation personnel engaged in operating and maintaining sewage treatment plants and pump stations.  The employee will assist in establishing safety procedures and incorporating them into training programs for the Sanitation Division of the Department of Public Works. The incumbent will inspect sewage treatment plants and pump stations and report findings to the Training and Safety Officer.  Work is performed under direct supervision and is reviewed through conferences, reports and evaluation of safety records.  Performs related work as required. 

 

TYPICAL WORK ACTIVITIES

          Assists in training employees in the principles and practices of performing work in a safe manner and in the use of monitoring equipment; 

          Assists in assembling and disseminating educational materials to promote safety at work sites;

          Performs inspections of sanitation facilities, identifies hazards and notifies supervisor of any hazardous conditions; 

          Assists in developing a curriculum to be used in training and safety education programs, including trainings relating to wastewater treatment and collection systems; 

          Assists in the maintenance of records on safety conditions and makes recommendations regarding the implementation of the safety program;

          May test combustible gasses to determine toxicity and the explosive potential; 

          May act as liaison with Fire, Rescue and Emergency Services and assist in insuring that Federal, State and Local requirements are satisfied.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of safety procedures and equipment required in the operation and maintenance of sewage treatment plants and pump stations and equipment; good knowledge of Public Employee Occupational Safety and Health Act standards and regulations; good knowledge of safety and monitoring equipment; good knowledge of curriculum development and training procedures; ability to communicate effectively, both orally and in writing; physical condition commensurate with the demands of the position. 

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either: 

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree, and two (2) years of experience in the operation and/or maintenance of public works projects at sewage treatment facilities, one (1) year of which must have included the development or implementation of employee safety or accident prevention programs; or,

          (b) Graduation from a standard high school or possession of a high school equivalency diploma, and six (6) years of experience in the operation and/or maintenance of public works projects at sewage treatment facilities, two (2) years of which must have included the development or implementation of employee safety or accident prevention programs; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b). 

 

NECESSARY SPECIAL REQUIREMENTS

          An employee in this title must possess at the time of appointment and maintain during employment any licenses and/or certifications deemed necessary for performance of duties, such as: DEC Training Certificate; New York State license as a Project Manager for Asbestos Abatement projects; United States Environmental Protection Agency certification for Hazardous Materials Incident Response; certification as an instructor for the Hazard Communications Standard, Bloodburne Pathogens Standard; New York State Department of Motor Vehicles certification as a Defensive Driving instructor; appropriate certification to take samples of hazardous materials; certification to fit-test workers for proper use of respirators.          

          At the time of appointment, and during employment in this title, employees must possess a valid license to operate a motor vehicle in New York State.
