DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for supervising
maintenance activities involving wastewater treatment collection systems or
equipment. Responsibility is included
for the supervision and training of maintenance personnel assigned to one very
large facility or a number of smaller wastewater facilities, pumping stations
and collection systems. Responsibility
is also included for the supervision of the operation of a computerized
maintenance record and scheduling program.
The work is performed under general supervision and is reviewed through
conferences, consultations and the submission of required reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs
training of maintenance personnel in the development of essential skills in
specialized equipment;
Coordinates
all maintenance activities in wastewater treatment plants or wastewater collection
systems within the jurisdiction;
Establishes
priorities and directs the assignment of personnel and equipment;
Assembles
manufacturer's maintenance data on equipment including spare parts
requirements, type of maintenance skills required, maintenance frequencies, and
required maintenance supplies;
Attends
conferences and seminars with wastewater equipment and instrumentation
manufacturers to obtain current information;
Directs
the safety program involving maintenance activities;
Directs
the operations and maintenance activities of a centrally located vehicle
service garage;
Establishes
and maintains rapport and cooperation with various governmental agencies within
sewer district boundaries;
Supervises
the establishment of the computerized maintenance record and scheduling program
for equipment;
Assists
in the preparation of operating budgets and material specifications.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of the methods, practices, materials,
equipment and tools used in wastewater treatment facility maintenance and
repair; thorough knowledge of occupational hazards present and safety
precautions necessary for maintenance work; thorough knowledge of the general
physical layout and component structures and equipment of wastewater treatment
facilities, good knowledge of all mechanical, electrical, pneumatic,
structural, electronic and hydraulic systems, ability to train and develop a
staff of maintenance personnel; ability to supervise effectively a staff of
maintenance personnel; ability to maintain an orderly and effective system for
making repairs; ability to establish and maintain effective working
relationships with manufacturers and department heads; physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a)
Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's Degree in a natural science or in
sanitary, civil, mechanical, electrical or electronic engineering or a related
field, and six (6) years of experience in the maintenance of major equipment
and the operations of a Type A wastewater treatment plant or related facility, at
least four (4) years of which must have been in a supervisory position; or,
(b) Sixty (60) college credits
from a New York State or regionally accredited college or university towards a
degree in natural science or in sanitary, civil, mechanical, electrical or electronic
engineering or a related field, and eight (8) years of experience in the maintenance
of major equipment and the operations of a Type A wastewater treatment plant or
related facility, at least four (4) years of which must have been in a
supervisory position; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Either:
(a) Two
(2) years of permanent competitive status as an Assistant Director of Maintenance
(Wastewater Treatment) or Assistant Director of Maintenance (Southwest Sewer
District); or
(b) Four
(4) years of permanent competitive status as a Maintenance Crew Chief
(Wastewater Treatment).
Depending
upon the assignment, at the time of appointment and during employment in this title, employees
must possess a valid license to operate a motor vehicle in New York State
