DISTINGUISHING
FEATURES OF THE CLASS
Under general direction of the Deputy Commissioner of
Public Works, an employee in this class is responsible for the development and
administration of the Southwest Sewer District building connection
program. The incumbent has
responsibility for developing and implementing design details, construction
requirements, a work force, and permit procedures relating to connections to
the Southwest Sewer District system.
Supervision is exercised over engineering and administrative
personnel. Does related work as
required.
Coordinates all administrative and budgetary details
related to the house connection program;
Is responsible for managing district
and consultant personnel and resources employed in activation;
Implements the loan program and the
community relations program; acts as liaison with plumbing contractors and the
Director of the Southwest Sewer District Operations, and in dealings with the
Department of Consumer Affairs, the County Attorney's Office and other
municipalities as required;
Makes field inspections and assures
adherence to local laws by district and consultant personnel;
Analyzes effectiveness of various
program elements and makes revisions as necessary to increase efficiency,
effectiveness and responsiveness to community needs;
Develops and implements, in
conjunction with the Director of Southwest Sewer District Operations, an
emergency preparedness plan to determine and respond to building connection
construction related emergencies.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, practices and
procedures of construction contract administration; thorough knowledge of civil
engineering, including building hook-ups to the Southwest Sewer District and
related restoration; thorough knowledge of local, State and Federal rules and regulations
applying to sewer district connections; ability to supervise effectively in a
manner conducive to full performance and high morale; ability to establish and
maintain satisfactory relationships with labor representatives, government
officials and the general public; ability to express oneself clearly and
concisely both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Possession of a Professional Engineer's License issued by
the State of New York and five (5) years of experience supervising the design
and/or construction of sewage collection systems and/or sewage treatment
facilities following acquisition of the license.
PROMOTIONAL
One (1) year of permanent
competitive status as an Assistant Director of Sewer District Activation or a
Senior Civil Engineer in the Suffolk County Department of Public Works
Sanitation Division.
