DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class assists in the development, implementation, and administration of programs relating to building connection activities in sewer districts and their operations. Supervision is exercised over consultant personnel, subordinate engineers and a support staff. Work is reviewed by the Director of Sewer District Activation or Principal Civil Engineer through conferences and written reports. Performs related work as required.
TYPICAL WORK ACTIVITIES
Supervises
and coordinates the activities of County and consultant personnel engaged in
implementing sewer district activation programs;
Ensures compliance
with Sewer Use Regulations and established procedures;
Works with
representatives of the Community Relations Program, community organizations,
public officials and other agencies to achieve a cohesive and successful
program;
Evaluates
contractor qualifications;
Recommends
procedures for the administration of the permit process;
Compiles
information pertinent to the enforcement of sewer district programs;
Assists in
the administration of programs to establish an efficient system within budgetary
restrictions and in compliance with Federal, State and local regulations;
Acts as
resident inspector for construction of sewage treatment facilities;
Provides
technical expertise in review and evaluation of claims and suits against the
County generated during the construction, activation and operations of the
sewer districts;
May assist
attorneys in taking depositions and testify in court.
Obtains
Federal, State and local permits;
Ensures
compliance with Federal, State and local permits and regulations;
Issues
permits consistent with Sewer Use Regulations.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Thorough knowledge of sewer system operations, including
construction, operation and maintenance of sewer and related facilities,
trenching, shoring, de-watering and related utilities; thorough knowledge of
construction claim review and evaluation; thorough knowledge of local, State
and Federal regulations applying to sewer district use, construction, operation
and maintenance; good knowledge of record keeping and budgetary procedures;
ability to plan, coordinate and supervise the work of others in a manner
conducive to full performance and high morale; ability to communicate
effectively with engineers, inspectors, contractors and community leaders;
ability to express oneself clearly and concisely, both orally and in writing;
tact; good judgment; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Either:
(a) Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree in Civil or Sanitary Engineering and four (4)
years of civil or sanitary engineering experience including two (2) years of
administrative experience in the field of sewerage construction; or,
(b)
Graduation from a senior high school or possession of a high school equivalency
diploma, and eight (8) years of civil or sanitary engineering experience
including two (2) years of administrative experience in the field of sewerage
construction.
PROMOTIONAL
Two (2)
years of permanent competitive status as an Assistant Civil Engineer or Junior
Civil Engineer.
Depending upon the assignment, at the time of appointment and during employment in this title, employees
must possess a valid license to operate a motor vehicle in New York State.
