DISTINGUISHING
FEATURES OF THE CLASS
Under general direction, an employee in this class
manages and directs the following divisions/units in the department of Public
Works: Sewerage Facility Engineering, Monitoring, Sewer Agency Staff, and
Process Control Engineering. The
principal responsibilities are: determining and establishing technical and
administrative policies and procedures and the development, analysis and
evaluation of engineering projects with respect to feasibility, cost, economic
justification, public necessity and convenience. The incumbent ensures that operation and
maintenance of sewage facilities is optimized relative to design criteria. Performs related work as required.
Prepares
a variety of special engineering reports for the Commissioner of Public Works;
Directs
the preparation of related capital program requests,
Acts as
principal department representative for technical matters with the United
States Environmental Protection Agency, New York State Department of
Environmental Conservation and with legal counsel with respect to the foregoing
divisions;
Develops
capital programs for the improvement, expansion and protection of sewer
district infrastructure;
Prepares
reports relative to acquisition of new County sewer districts;
Evaluates
new or proposed sewage treatment processes and works with Operations staff to
ensure proper operations and SPDES (State Pollution Discharge Elimination
System) permit compliance;
Provides
overall supervision and direction of construction of sewerage facilities either
for County sewer districts or pursuant to Sewer Agency contracts;
Supervises
the overall preparation of design, plans and specifications for all sewerage
facility projects; directs preparation of standard procedures and instructions;
Acts as
consultant to the Sewer Agency, other departments and municipalities in matters
pertaining to sewerage engineering and to the planning of public improvements
in the above fields.
Comprehensive knowledge of the principles and practices
of civil and sanitary engineering; comprehensive knowledge of modern engineering
practices and procedures as they apply to the Sanitation Division of Public
Works; thorough knowledge of modern developments, of current literature, and
sources of information in engineering pertaining to the Sanitation Division of
Public Works; thorough knowledge of office administration; ability to plan and
direct the work of contractors, engineers, and other departmental personnel in
a manner conducive to full performance and high morale; ability to apply
engineering knowledge to specific administrative and technical problems;
ability to develop and enforce division and departmental policies; ability to
express oneself clearly and concisely, orally and in writing; ability to give
technical and professional review to a wide variety and large volume of
engineering plans, specifications, and other documents; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation
from a college with federally-authorized accreditation or registration by NY
State with a Bachelor's Degree in Civil Engineering and five (5) years
experience as a professional engineer exercising managerial or administrative
responsibility for sanitary wastewater engineering projects and/or programs.
PROMOTIONAL
Two (2)
years of permanent competitive status as a Principal Civil Engineer in the
Suffolk County Department of Public Works Sanitation Division.
NECESSARY SPECIAL REQUIREMENTS
At the time of appointment candidates must possess a
Professional Engineer's License issued by the State of New York and maintain it
while employed in this title.
