DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing aircraft rescue and fire fighting duties at an airport under direct supervision.  The incumbent works closely with supervisors in learning all aspects of the work, but may function with limited independence on the more routine aspects as the incumbent becomes familiar with them.  Responsibility is also included for routine maintenance and custodial work on equipment and for periodic inspection of facilities.  After one (1) year of continuous service as a permanent Airport Fire Safety Officer Trainee, the incumbent achieves permanent competitive status as an Airport Fire Safety Officer without further examination. Performs related work as required.

 

TYPICAL WORK ACTIVITIES

                Assists in responding to aircraft emergencies to prevent or extinguish fires and rescue plane passengers;

                May drive fire fighting equipment to the scene of the emergency or end of runway surface, participates in the use of fog and chemical agents to cover the aircraft and the use of appropriate equipment to gain entry to damaged aircraft;

                Assists in maintaining fire lines to prevent unauthorized persons from entering a crash or emergency area;

                Assists in performing general maintenance on emergency vehicles, fire protection pump station and water system, fire alarms and detectors, pipe hose and portable extinguishers, refueling vehicles and fuel storage facilities;

                Assists in providing stand-by fire protection, foams over or dissipates runways with water in cases of fuel spills, engine run-ups or refueling and defueling of aircraft in hazardous conditions;

                Assists in conducting safety inspections of terminals, airport facilities, fueling operations, airside operations and landside operations in accordance with Airport Rules & Regulations and FAR (Federal Aviation Regulations) Part 139, Airport Self Inspection Program;

                Assists with implementing wildlife management procedures in accordance with FAR Part 139, Airport Wildlife Hazard Management Plan;

                Issues NOTAMs (Notices to Airmen) into the Federal NOTAM System;

                Participates in snow removal operations as required;

                Administers first aid when necessary.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of modern firefighting and prevention techniques and of typical sources of fire hazards; good knowledge of the laws, rules and regulations governing fire safety, firefighting, fire prevention and detection; good knowledge of the application of emergency first aid methods and techniques; skill in the use of emergency fire fighting vehicles and equipment; ability to acquire familiarity with the sources of fire hazards involving aircraft and airport facilities; ability to acquire familiarity with the laws, rules and regulations governing fire safety, fire fighting and rescue at an airport; ability to acquire familiarity with the operating and maintenance techniques of airport fire safety equipment and vehicles; ability to use good judgment in fire fighting and fire prevention, and to act quickly and calmly in emergencies; ability to take, understand and carry out complex oral and written instruction; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

Graduation from a standard senior high school or possession of an equivalency diploma, and either:

a)       Two (2) years of paid full-time experience in fire fighting and/or fire prevention work in a fire department or in the military; or,

b)       Three (3) years of experience in fire fighting and/or fire prevention work as a member in good standing of a volunteer fire company duly organized under the laws of New York.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title employees must possess the following:

a)       Current NYS Emergency Medical Technician Certificate – Basic. Employees must maintain this certification throughout employment in this position;

b)       Hazardous Material Operations Certificate. Employees must maintain this certification throughout employment in this position;

c)       Completion of Firefighter I Course.

 

Within six (6) months of employment, employees must attain the following:

a)       Valid New York State Driver's license, Class B (Municipal Vehicles). Employees must maintain such license throughout employment in this title.

               

Within one (1) year of employment, employees must attain the following:

a)       Completion of Firefighter II Course;     

b)       Completion of one FAA “Hot Drill”.
