DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is
responsible for supervising and performing aircraft rescue and firefighting
duties at an airport. Responsibility is
also included for routine maintenance and custodial work on equipment and for
periodic inspection of facilities. Work
is performed under general supervision within established rules and safety
regulations. The incumbent is expected to exercise independent initiative and
judgment in reacting to emergency situations.
Work is performed under the supervision of a Chief Airport Fire Safety
Officer and is reviewed through frequent inspections, conferences and reports. Performs related work as required.
TYPICAL WORK ACTIVITIES
Supervises and
participates in responding to aircraft emergencies to prevent or extinguish
fires and to rescue plane passengers;
Drives
and/or directs firefighting equipment to the scene of the emergency; supervises
and participates, when appropriate, in the use of extinguishing or suppressant
agent/agents to the aircraft, and use of rescue and/or extrication equipment to
gain entry to damaged aircraft;
Establishes
and maintains fire lines to prevent unauthorized persons from entering a crash
or emergency area;
Supervises
and participates in the general maintenance, and makes periodic inspections of
emergency firefighting vehicles, fire alarms and detectors, pipe hose and
portable extinguishers, refueling vehicles, storage facilities, and custodial
work within the fire station;
Participates
in snow removal operations as required;
Instruct
subordinates in the use of firefighting equipment and the administration of first
aid;
Maintains
appropriate records in compliance with federal and state regulations.
FULL PERFORMANCE KNOWLEDGES, SKILLS,
ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of modern
firefighting and fire prevention techniques; thorough knowledge of the sources
of fire hazards involving aircraft and airport facilities; thorough knowledge
of operating and maintenance techniques of airport fire safety equipment and
vehicles; thorough knowledge of the laws, rules and regulations governing fire
safety, firefighting and rescue at an airport; good knowledge of the
application of emergency first-aid methods and techniques; skill in the use of
emergency firefighting vehicles and equipment; ability to use good judgment in
firefighting and fire prevention, and to act quickly and calmly in
emergencies; ability to take, understand and carry out complex oral and written
instructions; ability to supervise the work of others in a manner conducive to
full performance and high morale; ability to keep a variety of records;
physical condition commensurate with the demands of the position.
OPEN-COMPETITIVE
Graduation
from a standard senior high school or possession of an equivalency diploma and
four (4) years of experience as a member of a crash fire rescue crew at an air
carrier airport certificated for operation under Part 139 of Federal Airport
Regulation.
PROMOTIONAL
Two years of permanent
competitive status as an Airport Fire Safety Officer.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment and
during employment in this title, employees must possess the
following:
(a)
Current NYS Emergency Medical Technician Certificate – Basic. Employees must
maintain this certification throughout employment in this position;
(b)
Hazardous Material Operations Certificate. Employees must maintain this
certification throughout employment in this position;
(c)
Completion of Firefighter I and Firefighter II Courses;
(d)
Completion of one FAA “Hot Drill”.
Within six (6) months of employment,
employees must attain the following:
(a)
Valid New York State Driver’s license, Class B (Municipal Vehicles). Employees
must maintain such license throughout employment in this title.
