DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for overseeing all emergency activities at Long Island MacArthur Airport, including fire safety, hazardous materials and airport security functions. The employee directs and coordinates airport emergency response in compliance with federal, state and local rules and regulations and exercises considerable independent judgment and initiative in the performance of assigned duties.  Work is performed under the direct supervision of the Town Commissioner of Aviation and Transportation and is reviewed for adherence to airport policies and Federal Aviation Administration, State and Town regulations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Plans, coordinates and supervises airport personnel during emergencies by coordinating activities of airport fire safety, airport security, crash fire rescue and hazardous materials personnel including the response to the scene of all emergencies;          

          Provides direction and ensures compliance in emergency situations with relevant rules and regulations of Federal Aviation Administration Part 139, the National Fire Protection Association (NFPA), OSHA, the Public Employee Safety and Health Law (PESH), NYS Department of Health, NYS Fire Laws and the Transportation Security Administration (TSA);

          Acts as a liaison with the Town Emergency Preparedness Coordinator in accordance with guidelines of the National Incident Management System (NIMS);

          Oversees the dissemination of accurate weather information during emergency weather situations and other factors affecting air traffic and the maintenance of related equipment;

          Oversees the inspections of all infrastructure and facilities for fire hazards, safety hazards and TSA violations and ensures the completion of necessary repairs;

          Coordinates emergency safety meetings and training procedures for the airport;

          Participates in snow removal operations as required.

                       

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of modern aircraft fire prevention and fire fighting techniques; comprehensive knowledge of the laws, rules and regulations governing fire safety, fire fighting and rescue at a federally licensed airport; good knowledge of the principles, practices and procedures associated with emergency preparedness programs; good knowledge of first aid methods and techniques; good knowledge of the operating techniques of fire safety equipment and vehicles; good knowledge of the policies, rules and regulations governing the security of a municipal airport; ability to plan, supervise and review the work of others in a manner conducive to full performance and high morale; ability to react quickly and effectively to emergencies; ability to establish and maintain effective working relations with the airport administration, town officials and the general public; ability to speak and write effectively; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in the performance of aircraft rescue and fire fighting duties at an air carrier airport certified for operation under Part 139 of Federal Airport Regulations, including or supplemented by one (1) year of experience in the administration of a public safety or emergency preparedness program.            

         

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, employees must possess the following:

          (a) Current NYS Emergency Medical Technician Certificate – Basic. Employees must maintain this certification throughout employment in this position;

          (b) Hazardous Material Operations Certificate. Employees must maintain this certification throughout employment in this position;

          (c) Completion of Firefighter I and Firefighter II Courses;

          (d) Completion of one FAA “Hot Drill”.

          (e) Completion of NIMS 400, NIMS 703 and NIMS 007.A Courses;

          (f)  New York State Fire Service Instructor 1 Certificate. Employees must maintain this certification throughout employment in this position;

          (g) Weapons of Mass Destruction (anti-terrorism) Certificate.

 

Within six (6) months of employment, employees must attain the following:

          (a) Valid New York State Driver’s license, Class B (Municipal Vehicles). Employees must maintain such license throughout employment in this title.
