FEATURES OF THE CLASS
An employee in
this class is responsible for assisting in the supervision and oversight of a
variety of construction projects associated with airport operations. The employee performs on-site inspections of
construction, modifications, and major airport improvement projects. Work is performed under the general supervision
of the Airport Construction Supervisor or other administrator and is reviewed through
conferences and reports. Performs
related work as required.
TYPICAL WORK
ACTIVITIES
Performs inspections and
communicates with contractors, tenants and federal and state agencies during
construction and/or major alterations to insure safety and compliance with
building codes and construction plans;
Maintains federal and state mandated
construction progress records utilized for payments and quality control;
Reviews preliminary plans and
specifications for proposed projects and assists in coordinating with airport
tenants and Federal Aviation Administration Agencies regarding proposed
projects and scheduling of work periods;
Participates in engineering meetings
with consultant engineering personnel;
Assists in coordinating
documentation for federal funding applications, with Federal Aviation
Administration and New York State Department of Transportation representatives;
Performs inspections of the
airfield, terminal and other airport building/facilities;
Issues NOTAMS (Notices to Airmen)
and updates the federal NOTAM system to alert pilots of potential hazards
associated with airport construction projects;
Coordinates airport emergency
response and snow removal operations.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Good knowledge of structural design and material
specifications; good knowledge of field measurement procedures and layout of
work sites; some knowledge of air traffic control procedures utilized in operations
on airport access areas; ability to read and interpret detailed technical
specifications related to construction scheduling and planning; ability to
prepare reports and maintain detailed records as required for federal and state
agency participation; ability to supervise personnel in a manner conducive to
full performance and high morale; tact; good judgment; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
Open Competitive
Graduation from a standard high school or possession of a
high school equivalency diploma and three (3) years of experience in general construction
or airport maintenance and one (1) year of experience in airport operations
requiring the utilization of Federal Aviation Administration regulations
governing runway access and clearance.
NOTE: Additional education in the field of civil technology,
construction engineering or civil engineering from a college with
federally-authorized accreditation or registration by NY State may be
substituted on a year-for-year basis for the experience in construction or
maintenance. Education may not be
substituted for the experience in the utilization of Federal Aviation
Administration regulations governing runway access and clearance.
