DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, the employee in this class assists in coordinating and supervising airport operations related to airlines, the Federal Aviation Administration and airport operations personnel.  The employee is responsible for assisting in the coordination of operational activities of airline customer service managers, FAA maintenance personnel, contractors during construction projects, FAA Air Traffic Control personnel, and personnel in the airport operations area. Direction is received from the Airport Operations Supervisor in matters relating to airport rules and regulations, operational procedures and pertinent Federal air regulations. Performance is evaluated through consultation, review of written and oral reports and the effectiveness of operational functions.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists in conducting inspections of fixed based operator functions, including fueling operations, fuel storage facilities and fuel quality control procedures;

            Aids the Airport Operations Supervisor in working with contractors in all phases of tenants and airport construction projects, to assure compliance with local ordinances and FAA regulations, regarding safety, utility protection, vehicle access and security;

            Promotes and coordinates airport safety meetings and emergency training procedures;   

            Assists in planning, assigning and coordinating the activities of personnel involved in airport security, maintenance and crash fire rescue;

            Assists the Airport Operations Supervisor in coordinating and supervising airport operations related to airlines, the Federal Aviation Administration and airport operations personnel;

            Assists in planning, coordinating and supervising airport personnel during snow removal operations and airport emergency functions.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of airline air carrier airport Federal regulations in compliance with FAR Part 107, FAR Part 139 and other applicable Federal regulations relating to air carrier operations; good knowledge of Federal Aviation Administration forms, format applications and required notifications, including the Federal NOTAM System, Air Traffic Control procedures and airport security procedures; good knowledge of air carrier/airport snow removal operational procedures, equipment control and maintenance, and safety standards as established by airlines and the FAA; ability to coordinate regular and emergency operations with Air Traffic Control personnel on operation matters during multiple general aviation and airline/aircraft operations; ability to effectively communicate on VHF radio frequencies during normal and emergency airport operation; ability to plan, assign and coordinate the work of subordinate skilled and semi-skilled airport personnel, in a manner conducive to full performance and high morale; ability to understand and follow oral and written instruction; ability to interpret simple blueprints; ability to complete complex multi-level governmental forms and applications; ability to maintain records and to prepare written reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

      OPEN COMPETITIVE

            A) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree in Aviation Administration; or,

 

            B) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and (2) two years of experience in airport operations, maintenance and/or construction.

 

NOTE: For B) 18 college credits in Aviation Administration maybe be substituted for experience on a year-to-year basis. (18 credits= one year)
