DISTINGUISHING FEATURES OF THE CLASS

Under direction, the employee in this class coordinates operation and maintenance activities of the Foreign Trade Zone.  Work includes frequent contact with prospective and existing leaseholders, United States Customs Officials, shipment carriers and the general public.  Responsibility is maintained for ensuring conformance to United States Customs regulations and town ordinances pertinent to operational functions.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Responds to inquiries relative to the leasing of land, buildings storage space and manufacturing services; refers inquisitors to existing tenant, if appropriate;

          Submits leases with prospective tenants to the Town Attorney for review and submission to Town Board for approval;

          Issues authorization for duty - free merchandise to be entered into the Zone; receives and inspects merchandise; notifies U.S. Customs of questionable commodities; authorizes release of duty - free merchandise;

          Performs periodic audits of inventory;

          Executes revenues sections of leases regarding rents, fees, infrastructure costs and customs costs;

          Supervises the administrative, budgetary and record keeping functions related to the operations of the Zone and makes policy recommendations to insure the effectiveness and efficiency of these operations;

          Performs public relations activities relative to the functions of the Zone;

          Oversees the operation of grounds, maintenance activities utilities and custodial services to ensure compliance with agreements with lease holders.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of United States Customs rules and regulations concerning Foreign Trade Zone operations; thorough knowledge of the U.S. Customs: audit and inspection system; good knowledge of record-keeping practices related to Customs operations; good knowledge of leasing operations and transactions; knowledge of real estate law as it applies to procedures followed in the Foreign Trade Zone; knowledge of standard record-keeping practices as related to real estate management; knowledge of maintenance problems, procedures and techniques; knowledge of budgeting concepts and methods; ability to coordinate the work of personnel performing diversified maintenance and operational functions in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; tact; good judgment, physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN-COMPETITIVE

          Graduation from a regionally accredited or New York State registered college or University with a Bachelor's degree and two years experience in the administration of airport or customs operations or in the administration of commercial or industrial real estate.
