AIRPORT ADMINISTRATIVE SUPERVISOR 7770
DISTINGUISHING FEATURES OF THE CLASS
Under the
direction of the Airport Manager, the employee in this class is responsible for
the day-to-day supervision of airport administrative functions. Knowledge of airport operations is required
in the administration of leases and tenant insurance requirements, the
monitoring of compliance with Federal Aviation Administration regulations, and
the coordination of activities requiring the cooperation of airlines,
fixed-based operators and airport tenants.
The incumbent oversees financial transactions and purchasing operations,
budget and payroll management and performs public relations functions. Work is reviewed through periodic
conferences and reports. Performs
related work as required.
TYPICAL WORK ACTIVITIES
Prepares revenue and
expense forecasts and budget proposals;
Monitors and
recommends revisions to the Noise Allocation Plan;
Receives passenger and
community complaints, rectifies problems or recommends solutions to
supervisors, as appropriate;
Prepares tenant leases
for negotiation and oversees all current leases;
Maintains and directs
computerized functions, including the revision of data bases, preparation of
forecast studies, maintenance of revenue and expense records, passenger
activity data and office functions;
Trains employees in
the use of computers as they relate to specific airport requirements;
Analyzes data to
develop growth patterns and anticipate future expansion of facilities and
operations;
Coordinates airport
activities involving snow removal;
Ensures airport
compliance with FAA regulations in the areas of noise allocations; lease
administration, and Federal aid to airports;
Investigates violators
of regulations and forwards reports to the Town Attorney for further action.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Good knowledge of the principles and procedures of public
administration, budget preparation and purchasing operations; good knowledge of
the practices and techniques of airport administration; knowledge of leasing
operations and transactions; knowledge of FAA radio communication procedures
and noise allocation systems; knowledge of Federal Aviation Administration's
regulations pertaining to airport management and operations of an FAA certificated
Air Carrier Part 139 Airport; knowledge of computerized airport record-keeping
practices; ability to coordinate time, material and labor cost estimates and
forecast future trends; ability to analyze data, arrive at logical conclusions
and make recommendations for actions; ability to operate a minicomputer with
word processing capabilities; ability to establish and maintain effective
relationships with public officials, airport personnel and tenants, and the
general public; ability to express oneself clearly, both orally and in writing;
tact; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation
from a New York State or Regionally accredited college or university with a
Bachelor's degree and three (3) years of administrative or management
experience at an airport certified for use by commercial airlines.
