DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class manages all phases of the operation and maintenance of a municipal airport, including air traffic direction, enforcement of rules and regulations, and the supervision of business management and public relations activities.  Supervision is exercised over all airport employees.  The work requires the exercise of independent judgment and initiative, and is reviewed by an administrative supervisor or board for adherence to established policies, laws and regulations as well as the smooth and efficient operation of the airport.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Directs and coordinates airport operations in compliance with federal, state and local rules and regulations;

          Plans and supervises the proper storage of planes and the protection of airport property;

          Plans and directs the control of air and ground traffic to ensure safe and effi­cient operations;

          Inspects all airport facilities for fire and safety hazards, and directs the maintenance and repair of all facilities as necessary;

          Studies and recommends improvement to airport facilities and services;

          May publicize the airport and promote the use of its facilities through correspondence, news releases and public speaking;

          Supervises the maintenance of account keeping, cost analysis, inventory and related records, and the preparation of reports;

          Supervises the maintenance and distribution of accurate information concerning weather and other data affecting air traffic;

          Negotiates contracts, leases and agreements for the rental of airport property.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of federal, state and local laws, rules and regulations per­taining to airport traffic control and airport management; good knowledge of airport maintenance and construction work and of the materials and equipment commonly used for such work; good knowledge of effective airport record-keeping practices; ability to plan, supervise and evaluate the work of airport employees in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with airport users, the public and airport concession operators; ability to express oneself clearly and concisely, both orally and in writing; ability to act quickly and calmly in emergencies;

good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree in Aviation Management or a related field and two (2) years of supervisory experience in airport operation or maintenance; or,

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of supervisory experience in airport operation or maintenance; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as an Assistant Airport Supervisor.
