DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the Town Commissioner of Aviation and Transportation in the overall administration, planning and coordination of programs and operations of the Department. The incumbent is responsible for assisting in the supervision of subordinate personnel in their performance and adherence to regulations and policies set forth. The Deputy acts for and in place of the Commissioner. In performing the duties of the position, the employee exercises a considerable amount of independence of judgment and initiative. Work is reviewed by the Commissioner and Town Board through conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning, supervising, coordinating and implementing the overall programs of the various divisions of the Department;
Assists in the supervision of the preparation, presentation, and maintenance of the Department’s annual budget and fiscal policies;
Develops
and coordinates data gathering procedures, departmental studies, analyzing
results for potential policy regulation and revision;
Recommends
departmental updating procedures, policies, regulations or ordinances;
Promotes
safety educational programs related to airport traffic and vandalism;
Assists
in training programs for subordinate personnel and the general public in
measures, procedures, and techniques during times of emergency or disaster;
May
assist in the administration of the various water and beach erosion control
districts within the Town;
May
serve as the head of a division.
Comprehensive
knowledge of Federal, State and local laws regarding Aviation and
Transportation; thorough knowledge of the overall divisional programs,
functions, activities, policies, and regulations; good knowledge of airport
procedures and operation; good knowledge of traffic regulations, operation,
maintenance, and control devices; good knowledge of rules and regulations
pertaining to protection of town property, prevention of vandalism and
protection of the welfare of citizens; good knowledge of measures and
procedures related to peacetime, wartime, material or man made disasters;
ability to administer and supervise subordinate personnel in a manner conducive
to full performance and high morale; ability to express oneself clearly and
concisely both orally and in writing; physical condition commensurate with the
demands of the position.
