DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists the
Town Commissioner of Environmental Control in the overall administration,
planning, and coordinating of programs of the Department. The incumbent is responsible for assisting
in the supervision of subordinate personnel in their performance and adherence
to regulations and policies set forth.
The Deputy acts for and in place of the Commissioner. In performing the duties of the position,
exercises a considerable amount of independence of judgment and
initiative. The work is reviewed
through conferences and reports by the Commissioner and Town Board. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists
in planning, supervising, coordinating and implementing the overall programs of
Environmental Facilities, Environmental Management, and Environmental Services;
Assists
in the supervision of the preparation, presentation and control of the
Department’s annual budget and fiscal policies;
Develops, and coordinates data gathering procedures, departmental studies, analyzing results for potential policy, regulation, and ordinance revision or development;
Recommends
departmental updating procedures, policies, regulations or ordinances necessary
to ensure the conservation and protection of the natural resources and
environment;
Intervenes
in proceedings before the Planning Board and the Board of Appeals in any
matter, petition, application or proceeding that affects the environment and
natural resources of the Town;
Holds
hearings on matters relating to the conservation and protection of the
environment and natural resources of the Town;
Assists
in controlling the operation of all Town Incinerators, Town Landfill
Operations, Town Scavenger Waste Treatment Plants, Animal Shelter, and the
maintenance, and repair of same;
Enforces
all regulations and policies of the Department and assists in the prosecution
thereof;
Maintains
control inspection and enforcement of the waterways, including water pollution,
Vehicles and Vessels, Trawling and Eel Dredging, Shellfish and Bay Management;
Inspects,
and enforces regulations regarding noise, garbage and rubbish, excavation and
top soil removal, animals.
Comprehensive knowledge of Federal, State and local laws, regulations, policies, regarding Environmental Control; thorough knowledge of the overall Divisional programs, functions, activities, policies and regulations; good knowledge of enforcement operations and procedures; good knowledge of information and data gathering; good knowledge of conservation control, Bay Management, Shell fishing, and related areas; ability to administer and supervise subordinate personnel conducive to full performance and high morale; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.
