DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Town Commissioner of Planning and Development in the overall administration, planning, and coordination of programs and operations of the Building and Engineering divisions.  The incumbent is responsible for assisting in the supervision of subordinate personnel in the performance of duties and the adherence to regulations and policies set forth.  The Deputy Town Commissioner of Development acts for and in place of the Commissioner.  In performing the duties of the position, the incumbent exercises a considerable amount of independence, judgment and initiative. The work is reviewed through conferences and reports by the Commissioner and Town Board.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Assists in administering, developing, implementing, coordinating and enforcing all zoning laws, ordinances and building codes;

         Assists in supervising the preparation, presentation and control of the Department’s annual budget and fiscal policies;

         Promulgates all rules and regulations governing the engineering design of all highways, roads, streets, sidewalks, bridges, municipal parking areas, drains and drainage structures, town-owned buildings, parks and grounds;

         Assists in administering and supervising the engineering aspect of all capital projects and related technical matters within the town;

         Provides technical assistance, and advice to other departments, agencies and officials.

Thorough knowledge of divisional programs, functions, activities, policies and regulations; thorough knowledge of the principles and techniques of office management and supervision; ability to gather, assemble, and evaluate facts and evidence, and to arrive at sound and logical conclusions; ability to delegate authority and to plan and supervise the work of others in a manner conducive to full performance, and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to establish effective working relationships with civic leaders, public officials and the general public; physical condition commensurate with the demands of the position.
