FEATURES OF THE CLASS
An employee in this class assists the Town Commissioner
and Chief Deputy Town Commissioner of Recycling and Sustainable Materials
Management in the planning and coordination of programs and operations of the
Department. The incumbent is responsible
for assisting in the supervision of subordinate personnel in their performance
and adherence to regulations and policies set forth. The Deputy acts for and in place of the
Commissioner. In performing the duties
of this position, the Deputy exercises a considerable amount of independent
judgment and initiative. Work is
reviewed by the Commissioner, Chief Deputy and Town Board through conferences
and reports. Does related work as
required.
Assists the Commissioner of Recycling and Sustainable
Materials Management in the formulation, implementation and coordination of
departmental programs and policies;
Oversees agency staffing and
supervises all subordinate personnel;
Reviews and evaluates existing field
and administrative programs and recommends alternative procedures to promote a
more effective operation;
Confers with the Public Information
Officer, as well as the Commissioner, regarding the coordination and
dissemination of all press releases concerning departmental activities;
Assists the Commissioner in the
preparation of the annual Department of Recycling and Sustainable Materials
Management budget and in the preparation of various applications and reports;
Acts as a liaison between the
Commissioner's office and other Town, County, State and Federal agencies;
Acts for and in the place of the
Town Commissioner of Recycling and Sustainable Materials Management;
Represents the Commissioner at
various governmental and public functions.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the overall programs, functions,
policies, practices, procedures and regulations of the Department of Recycling
and Sustainable Materials Management; thorough knowledge of Federal, State and
local laws and regulations which may impact upon departmental activities;
thorough knowledge of the principles of office management and supervision and
their application; ability to gather, assemble and evaluate facts and evidence
and arrive at sound and logical conclusions, ability to effectively delegate
authority and to plan and supervise the work of others in a manner conducive to
full performance and high morale; ability to establish and maintain an
effective working relationship with public officials, civic leaders and the
general public; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
