DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists the Town Director of Transportation and Traffic Safety with the overall administration, planning and coordination of all departmental programs and activities.  The incumbent assists the Director in the supervision of subordinate personnel in their performance and adherence to departmental regulations and policies set forth.  The Deputy acts for, and in place of, the Director and exercises a considerable amount of independence and initiative in performing the duties of this position.  Work is performed under the general direction of the Town Director of Transportation and Traffic Safety and is reviewed through conferences and written reports.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

         Acts generally for, and in place of, the Town Director of Transportation and Traffic Safety, and exercises the powers and responsibilities of the Director as delegated;

        Assists in developing, implementing, and amending a master plan for traffic safety;

           Assists in administering, supervising, managing, implementing and directing all matters pertaining to the fast, efficient and convenient movement of people and goods over the highway transportation network within a town;

          Enforces and implements all rules and regulations governing the flow of traffic, including the design and installation of curbs and sidewalks, and manages same with respect to traffic signs, signals and markings;

          Studies traffic conditions on the streets and highways of a town and recommends to the Town Board and applicable town departments traffic engineering plans, rules, resolutions and ordinances that are deemed advisable as a result of traffic observations and studies;

          Develops and implements programs to enhance the Town’s efforts to improve energy efficiency;

          Researches availability of Federal, State, and County funding relating to maintenance, improvement or expansion of traffic safety and transportation;

          May establish, subject to Town Board approval, a schedule of fees to be collected for services rendered in connection with the work of the department;

          Provides consultation, administration, application, and inspection services as required.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and practices of civil engineering; thorough knowledge of the principles of traffic engineering; thorough knowledge of the laws, codes, ordinances and legislative enactments regulating public engineering; good knowledge of the technique and interpretation of statistical studies of traffic accidents and projected traffic loads; good knowledge of highway design, as related to traffic safety and flow; ability to maintain a comprehensive record- keeping system; ability to plan, direct and supervise the work of a professional, technical and clerical staff in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to present reports clearly and concisely; ability to establish and maintain effective working relationships with officials, the staff and the public; physical condition commensurate with the demands of the position.
